Massive Fire Erupts at Pachpadra Refinery, Inauguration by PM Modi Postponed
A significant fire incident occurred at the Pachpadra refinery in Balotra district, Rajasthan, on Monday afternoon, just one day before Prime Minister Narendra Modi was set to inaugurate the facility. The blaze, which started around 1 pm, engulfed core processing units, prompting authorities to launch an investigation and delay the high-profile event.
Fire Details and Immediate Response
The fire originated near the crude distillation unit (CDU) at the HPCL Rajasthan Refinery Limited (HRRL) complex. According to the Ministry of Petroleum and Natural Gas, the scheduled inauguration has been postponed indefinitely. An official statement confirmed that an investigation is underway to determine the cause and implement necessary remedial actions. A revised date for the dedication ceremony will be announced later.
Fortunately, no casualties were reported, as most of the approximately 200 workers in the affected units were on lunch break when the fire broke out. However, the incident caused extensive damage to the CDU and the adjacent vacuum distillation unit.
Emergency Efforts and Firefighting
Emergency response teams and fire tenders were quickly dispatched to the site, where thick black smoke billowed into the air. An eyewitness reported that over 100 fire tenders were deployed to control the massive blaze, which was brought under control by 2:30 pm. A refinery worker noted that additional fire tenders from neighboring districts and Cairn India's Mangla and Aishwary terminals were on standby due to the PM's planned visit, aiding in extinguishing the fire. The refinery itself maintains 40-50 fire tenders.
Background on the Refinery and Inauguration Plans
The HRRL refinery is a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Rajasthan government, with equity shares of 74% and 26%, respectively. Recently, the Union cabinet approved a cost escalation for this greenfield integrated refinery-petrochemical complex, increasing the budget from Rs 43,129 crore to Rs 79,459 crore. Commercial operations were expected to commence from July 1.
As part of the inauguration, PM Modi was to activate the CDU from the refinery's main control room, located about 200 meters away, and then observe the maiden run from approximately 150 meters. This event, initially planned for March 19 and later rescheduled to April 21, aimed to mark the completion of a project that has faced delays and cost overruns since its foundation stone was laid by Sonia Gandhi in 2013 and again by PM Modi in 2018.
Refinery Operations and Impact
Officials explained that the crude distillation unit is crucial for separating crude oil into fractions like naphtha, kerosene, diesel, petrol, and residue. The refinery-cum-petrochemical complex, with a capacity of 9 million tonnes per annum, is designed to produce essential fuels and chemicals such as polypropylene, polyethylene, benzene, toluene, and butadiene. These products are vital for sectors including transportation, pharmaceuticals, paints, and packaging, supporting India's energy and industrial ecosystem.
V Srinivas, the chief secretary, assured that all employees are safe and emphasized that the cause of the fire is under investigation, with a report to be released soon. Rajasthan Chief Minister Bhajan Lal Sharma is scheduled to visit the site on Tuesday morning to assess the situation.
