LPG Crisis Intensifies in Telangana as Agencies Freeze Second Cylinder Requests

A severe cooking gas shortage has gripped Telangana, with LPG agencies across the state implementing emergency measures in response to a sharp surge in demand and significant supply chain disruptions linked to the ongoing conflict in Iran. This has resulted in the freezing of all second cylinder requests and a complete halt on new connections, leaving thousands of households in a desperate scramble for essential fuel.

Single-Cylinder Households Bear the Brunt of the Shortage

Families dependent on a single LPG cylinder are now facing the most severe impact of this crisis. With fresh supplies taking up to a month to arrive after an existing cylinder runs out, consumers have rushed to apply for second cylinders as a critical backup. This has led to applications for double cylinder connections jumping an astonishing fivefold over normal levels.

However, agencies, citing severe operational pressure and a critical lack of storage space, have been forced to put all new requests on hold. In the last month alone, approximately 5.50 lakh people reportedly applied for second cylinders through just three major distributors.

Dealers argue that approving double cylinder requests during this acute shortage would only worsen the crisis. "Consumers would immediately book additional refills, overwhelming the already strained system," explained one industry source.

Official Response and Market Dynamics

In response to the growing crisis, officials have confirmed that vigilance teams have been formed with a dual mandate: to curb rampant black market sales and to ensure that available cylinders reach genuine consumers. K Jagan Mohan Reddy, President of the Telangana LPG Dealers Association, provided a sobering assessment of the situation.

"We have just returned to a semblance of normalcy in clearing the regular bookings. Anything above this baseline demand may not be possible to accommodate at this time," Reddy stated. "Double cylinder connections and new consumer registrations will be restored only after we receive further instructions and the supply situation stabilizes."

Scale of the Problem and Extended Waiting Periods

The scale of the challenge is immense. Telangana currently has 1.28 crore domestic LPG connections. Of these, a staggering 68 lakh are single cylinder users, while 60 lakh have double cylinder connections. This means nearly 60% of all consumers in the state still depend on just one cylinder, making them highly vulnerable to supply shocks.

The waiting periods for refills have stretched dramatically. Before the supply disruptions, consumers could typically book another cylinder just 15 days after receiving one. Now, the waiting period has been extended to 25 days in urban areas and a daunting 45 days in rural regions. Even after a booking is confirmed, delivery is taking an additional seven to 11 days.

Consumer Struggles and Rising Alternative Demand

Large families report that one cylinder is no longer sufficient, forcing some to turn to the black market where prices are inflated. Others are attempting to circumvent the freeze by applying for fresh connections in the names of other family members. Compounding the issue, demand from newly separated families, students living independently, and migrant workers has also doubled, adding further pressure to the system.

The three public sector oil marketing companies—Indian Oil Corporation (IOC), Hindustan Petroleum Corporation Limited (HPCL), and Bharat Petroleum Corporation Limited (BPCL)—operate through 810 agencies across Telangana's 33 districts. Together, they supply an average of 2,25,981 domestic cylinders and 23,458 commercial cylinders every day under normal circumstances, a supply chain now under unprecedented strain.
