PM Modi Announces Seven Empowered Groups to Counter West Asia Conflict Impact on Economy

Prime Minister Narendra Modi on Tuesday announced the establishment of seven empowered groups to evaluate the implications of the ongoing military conflict in West Asia on India's energy supplies, essential commodities, and supply chains. The initiative aims to develop a comprehensive strategy to cushion the Indian economy from potential disruptions.

Drawing from Pandemic Playbook

In a statement delivered in the Rajya Sabha, Modi highlighted that the conflict has rattled economies worldwide, with recovery expected to be a prolonged process. Drawing from the government's successful playbook during the Covid-19 pandemic, he revealed that these new groups will function as quick-response teams. They will focus on critical areas including petrol and diesel, fertilisers, gas, supply chains, and inflation management.

"I am fully confident that through these shared and coordinated efforts, we'll be able to navigate these circumstances more effectively," the Prime Minister asserted. He noted that an inter-ministerial group is already meeting regularly to monitor developments and address emerging challenges stemming from the volatile situation.

Mandate and Responsibilities of the Empowered Groups

The seven panels, comprising senior officers from various ministries and departments, have been tasked with:

  • Identifying risks associated with the West Asia conflict.
  • Preparing short-, medium-, and long-term strategies in a time-bound manner.
  • Assessing vulnerabilities in energy supplies and pricing dynamics.
  • Ensuring the adequacy of strategic reserves for essential commodities.
  • Implementing measures to manage price volatility and prevent supply disruptions.

Additionally, the groups will examine potential bottlenecks across multiple sectors, including:

  1. Shipping routes and port operations.
  2. Aviation corridors and air freight logistics.
  3. Critical imports that are vital for India's economic stability.

They are expected to recommend pre-emptive actions to mitigate these risks and explore alternative sources of imports to reduce dependence on any single region. A close watch will be maintained on the domestic availability and price stability of essential commodities such as food, fertilisers, and fuels.

Learning from Past Crises

During the Covid-19 pandemic, the government had established 11 similar empowered groups comprising officials and experts. These groups facilitated swift decision-making and ensured seamless coordination between the Centre and the states, proving effective in crisis management.

Flagging the likelihood of prolonged disruptions due to the West Asia conflict, Modi cautioned that the adverse effects may persist for an extended period. "But I assure people that the government remains vigilant and proactive, and is taking every necessary decision with seriousness," he affirmed, underscoring the administration's commitment to safeguarding the economy.

The formation of these empowered groups underscores the government's strategic approach to navigating global uncertainties, leveraging past experiences to fortify India's economic resilience against external shocks.
