LPG Policy Confusion Triggers Consumer Anxiety and Long Queues in Kolkata
Confusion and contradictory communications regarding liquefied petroleum gas (LPG) distribution regulations created significant anxiety among consumers in Kolkata on Wednesday, resulting in long queues outside distributor offices. The situation unfolded after the Ministry of Petroleum and Natural Gas issued instructions on Tuesday to extend the lock-in period between the first and second booking for double-cylinder consumers from 25 to 35 days, only to reverse this decision on Wednesday by clarifying that the gap remains firmly at 25 days.
Misinformation Drives Panic Over eKYC Deadline
Outside numerous LPG distributor offices across the city, extensive lines formed as consumers hurried to complete their electronic Know Your Customer (eKYC) verification processes. Many operated under the mistaken belief that March 31 represented the final deadline for all users to complete this mandatory procedure. However, officials have since clarified that this deadline applies exclusively to beneficiaries of the Pradhan Mantri Ujjwala Yojana (PMUY), the government's flagship scheme providing subsidized cooking gas connections to economically disadvantaged households.
"The rush was largely driven by misinformation. Many people believed that eKYC would not be accepted after March 31," explained Bijon Bihari Biswas, spokesperson for LPG distributors in the region. "We have been repeatedly telling consumers that for non-PMUY users, the process will continue until everyone is compliant," he emphasized, urging calm among regular domestic consumers.
Official Clarification on Refill Booking Intervals
Addressing the widespread confusion surrounding booking intervals, officials confirmed that consumers must wait a minimum of 25 days before booking a refill for a standard 14.2-kilogram domestic LPG cylinder. This clarification comes amid broader concerns about potential supply pressures linked to ongoing geopolitical tensions in West Asia, though authorities maintain that distribution remains stable.
"There is no change in the refill cycle for any category, including double-cylinder connections. The government is closely monitoring supply to ensure equitable distribution," stated an official from an oil marketing company (OMC), speaking on condition of anonymity. The official further noted that supply chains are being vigilantly managed to prevent disruptions.
Consumer Experiences Highlight Communication Gaps
For many Kolkata residents, the lack of clear and consistent communication from authorities led to unnecessary panic and inconvenience. "I stood in line for over an hour because I thought this was the last chance. Only after reaching the counter did I learn the deadline is not for everyone," recounted Rina Das, a homemaker from Maheshtala, expressing frustration over the wasted time and effort.
Sandeep Ghosh from Barisha echoed similar sentiments, noting that rumors about extended refill cycles compounded the confusion. "People said bookings would be restricted to once every 35 days. It created a sense of shortage and made everyone anxious about securing their next cylinder," he explained, highlighting how misinformation can quickly escalate public concern.
Distributors Grapple with Operational Challenges
LPG distributors acknowledged that the flood of misinformation has significantly complicated their routine operations, forcing staff to balance regular service requests with constant rumor clarification. "We are handling service requests and also clarifying rumors all day," a distributor reported, describing the dual challenges of maintaining normal distribution while addressing consumer queries fueled by conflicting reports.
In related developments, the government has formally notified the Natural Gas and Petroleum Products Distribution Order, 2026, which aims to accelerate the adoption of piped natural gas (PNG) as part of broader energy transition initiatives. This regulatory framework seeks to streamline distribution mechanisms while enhancing accessibility and reliability for consumers across different segments.
