The Indian government has taken a significant step in labour reforms by fully operationalising four new labour codes. The Ministry of Labour and Employment has published the rules for these codes, which are set to transform the country's labour landscape. The new codes include the Code on Wages, 2019; the Industrial Relations Code, 2020; the Social Security Code, 2020; and the Occupational Safety, Health and Working Conditions Code, 2020.
Key Features of the New Labour Codes
The four codes consolidate 29 central labour laws into simplified frameworks. The Code on Wages aims to ensure a minimum wage for all workers, while the Industrial Relations Code seeks to ease regulations for businesses. The Social Security Code extends benefits to gig workers, and the Occupational Safety Code enhances workplace safety standards.
Implementation and Impact
The government has notified the rules under each code, which will now be implemented across states. This move is expected to boost ease of doing business, improve compliance, and provide better social security to workers. However, some trade unions have expressed concerns over potential dilution of worker rights.
The operationalisation of these codes marks a major milestone in India's labour reform agenda, which has been in the works for several years. The government aims to strike a balance between worker welfare and economic growth.
