Buddha Dariya Pollution Crisis Reaches Critical Point as Officials Face Accusations of Negligence
Efforts to rejuvenate the severely polluted Buddha Dariya in Ludhiana have come to a complete standstill, with Rajya Sabha member Balbir Singh Seechewal launching scathing accusations against local officials for negligence and a profound lack of accountability. The prominent environmentalist made these charges during a high-level review meeting held on Friday, revealing systemic failures that continue to exacerbate the environmental disaster.
Non-Functional Treatment Plant Allows Raw Effluent to Flow Unchecked
Seechewal highlighted a particularly critical failure at the Haibowal dairy complex, where a treatment plant has remained completely non-functional for days. This malfunction has resulted in raw effluent flowing directly into the Buddha Dariya waterway without any purification process. The meeting, conducted at the Ludhiana municipal corporation's Zone-D office, uncovered deep-rooted systemic issues that have paralyzed pollution control measures.
One of the most alarming revelations involved a Rs-22-crore cow dung collection tender that was awarded in January but has yet to be activated at the Tajpur Road complex. This represents a significant financial investment that has produced zero environmental benefit, further demonstrating the bureaucratic inertia plaguing the rejuvenation project.
Officials Blame Each Other While Pollution Levels Remain Unchanged
"Officials are blaming each other instead of acting against violations," Seechewal stated emphatically during the review. He noted that despite authorities registering 31 FIRs (first-information reports) against dairy owners and imposing crores in penalties for power theft, pollution levels in the Buddha Dariya remain completely unchanged. This indicates that enforcement actions have been largely ineffective in addressing the core environmental issues.
The MP also flagged serious structural failures in urban planning, revealing that despite multiple meetings with the Punjab governor, the boundaries of the Buddha Dariya remain unmarked. This administrative oversight has allowed private walls to be constructed directly on the river's banks, further complicating conservation efforts and demonstrating a complete lack of coordinated governance.
Industrial Interference Complicates Environmental Crisis
The environmental crisis is further complicated by industrial interference that has compromised existing infrastructure. Seechewal has reported that coloured industrial wastewater is infiltrating treatment plants in Jamal and Bhattian, damaging sensitive purification components that are essential for water treatment processes. This industrial pollution represents an additional layer of contamination that existing systems cannot handle.
In response to these multiple failures, Seechewal has proposed concrete solutions including:
- The immediate construction of compressed biogas (CBG) plants as the only viable long-term solution for effective waste management
- Installation of an emergency pipeline to divert treated water away from contaminated areas
- Implementation of water meters to curb excessive water misuse within the dairy sector
- Clear demarcation of the Buddha Dariya boundaries to prevent further encroachment
The situation represents a critical environmental emergency that requires immediate intervention at the highest administrative levels. With treatment plants non-functional, industrial pollution unchecked, and systemic accountability absent, the Buddha Dariya continues to suffer from severe contamination that affects both ecological balance and public health in the Ludhiana region.
