The parking crisis in Bhopal continues to worsen as the Bhopal Municipal Corporation (BMC) has failed to execute parking tenders for more than two and a half years, despite issuing them every four to six months. This ongoing issue has resulted in familiar scenes of congestion, illegal roadside parking, and growing public frustration, while the civic body's revenue stream steadily declines.

Revenue Decline

The financial impact is stark. In 2023, when BMC made all parking free except for premium sites, collections reached ₹1.84 crore. However, after reversing that decision and reinstating paid parking citywide, revenue dropped instead of rising, falling to ₹1.2 crore in 2024–25. This decline highlights the inefficiency in managing parking operations.

Official Delays

Jagdish Yadav, corporator and Member in Charge of revenue, acknowledged the delay, stating, "About the new tenders I am not sure; it will take a month." Effectively, since the new BMC election, the city has yet to see a fully executed parking tender. This prolonged delay has exacerbated the problem on the ground.

Ground Realities

Contradictions are abundant. The premium stretch at New Market accommodates 64 vehicles, but operators have blocked a third lane and the entry to the marketplace. A New Market businessman alleged, "BMC and others are well aware of the situation. Without officials being in the loop, the situation cannot happen." Traders themselves have faced repeated violations for encroaching on pedestrian pathways and failing to use the multilevel parking facility.

Revenue Loss and Enforcement Gaps

With tenders unapproved, BMC is missing out on authorized collections. Yadav defended the situation, saying, "Infrastructure remains in place and parking continues on the ground." However, without contracts, the city loses legitimate revenue while enforcement gaps widen. For residents, the consequences are immediate: cars spilling onto narrow lanes, two-wheelers jostling for space, and pedestrians navigating unsafe stretches.

Future Implications

The stakes are rising as Bhopal looks ahead to new services like e-buses funded by the Union government. In such projects, operators are guaranteed payments, and if BMC fails to meet obligations, the amount would be drawn from the corporation's central fund, potentially affecting other infrastructure projects. Experts suggest that boosting revenue streams like parking is becoming increasingly critical to avoid such financial strains.

The city's parking mess remains a pressing issue that requires urgent resolution to restore order, improve revenue, and ensure smooth urban mobility.
