Uttar Pradesh Chief Minister Yogi Adityanath has set a bold technological agenda for the state, declaring that the year 2025 will be remembered for groundbreaking innovation in artificial intelligence and data. In an open letter addressed to the citizens of UP, the CM detailed sweeping plans to position the state as a leading hub for AI development and investment.
AI Cities and a Semiconductor Push
Outlining concrete steps, CM Adityanath revealed that preparations are actively underway to establish dedicated 'AI Cities' in both Lucknow and Noida. This move aims to create concentrated ecosystems for research, development, and commercial application of artificial intelligence technologies.
Complementing this, the state is making significant strides in electronics manufacturing. A major semiconductor unit is being constructed in Jewar with an investment of Rs 3,700 crore. Furthermore, the state's data centre policy is showing early success, with commercial operations beginning in five hyperscale data centre parks. The government has set an ambitious target to attract investments worth Rs 30,000 crore in the data centre sector.
Massive AI Training and Job Creation
At the core of this tech transformation is human capital development. The Chief Minister highlighted the success of the 'AI Pragya' initiative, formally known as the Artificial Intelligence Program for Resourcefulness, Awareness, Growth and Youth Advancement. Under this program, a massive 10 lakh (one million) citizens of Uttar Pradesh are currently receiving training in artificial intelligence.
This upskilling drive is part of a broader push to create a future-ready workforce. "We are also setting new records in drones, robotics, and mobile production," Adityanath stated in his letter. He emphasized that this industrial and technological expansion is generating thousands of new employment opportunities for the state's youth. Software technology parks have already been established in nine cities to foster this growth.
Global Outreach and a Call to the Youth
The CM's vision extends beyond domestic initiatives. He noted that Uttar Pradesh's reputation for good governance has strengthened 'Brand UP' globally, making it a trusted destination for investors. Building on this, he recently held discussions with N Chandrasekaran, Chairman of Tata Sons, to explore investment and innovation opportunities in AI, IT, electronics, and defence manufacturing.
Concluding his message with a call to action, CM Yogi Adityanath made a special appeal to the young population of the state. He urged them to take a unique resolution for the English year 2026: to educate at least five children in their vicinity about computers and artificial intelligence. He framed this as a "knowledge donation," asking the youth to dedicate at least one hour every week to this cause, thereby building a foundational tech-literacy for the future.
