These include mass upskilling programs to build an AI-ready workforce, dedicated support for startups developing AI-based products, and mechanisms to enable deeper collaboration between academia, research institutions, and industry partners. The platform aims to bring together existing and upcoming state initiatives under one unified umbrella for maximum impact.
"Telangana believes in execution, not experimentation," declared Chief Minister Revanth Reddy during the official rollout ceremony. He emphasized the state's practical approach to AI implementation, stating, "As the world moves from AI pilots to deployment at scale, we invite global partners to anchor their proving ground in Telangana—where AI is deployed responsibly, governed transparently, and scaled with trust."

IT and Industries Minister D. Sridhar Babu outlined the substantial government backing for Aikam, which will include:
- Access to large public datasets for research and development
- Improved access to advanced computing infrastructure
- A dedicated AI Fund-of-Funds to support innovation
The minister explained that the primary goal is to facilitate the transition from theoretical ideas to practical, real-world applications while maintaining public confidence in AI technologies. Alongside Aikam's launch, Telangana also introduced the first edition of the Responsible AI Standard and Ethics (RAISE) Index, described as a measurable framework to track responsible practices across the entire AI lifecycle.

Sridhar Babu noted that artificial intelligence is rapidly transforming global economies, and Aikam is specifically designed to provide a clear pathway from conceptual ideas to scalable solutions that can have international impact. Aikam's founding CEO Phani Nagarjuna highlighted why Telangana is particularly well-positioned to transition AI from promise to practice. He cited the state's strong talent base, robust institutional capacity, advanced infrastructure, and leadership focus on execution as key advantages that will drive the initiative's success.
International Partnerships and Collaborations
The launch event witnessed the signing of several memoranda of understanding (MoUs) with international organizations covering diverse areas including:
- Skilling and workforce development
- Advanced computing capabilities
- Applied research initiatives
- Design-led deployment strategies
Notable partnerships include UK-based education company Pearson, which will anchor an AI Academy with Aikam for skilling and credentialing programs. The Dubai Multi Commodities Centre (DMCC) signed an agreement to build startup corridors between Telangana and Dubai, facilitating cross-border innovation exchange.
Additional collaborations feature Blaize Inc, which will explore establishing an advanced R&D centre focused on efficient AI computing, and the AI CoLab of the MedStar–Georgetown Collaboration Centre, which signed an MoU to accelerate applied research in healthcare and life sciences. Journey company plans to lead a Centre of Excellence focused on AI-driven design and immersive digital experiences.

Telangana Special Chief Secretary Sanjay Kumar articulated the state's philosophical approach to AI leadership, stating, "Telangana believes that meaningful AI leadership is created by working with the world, not apart from it."
