In a significant move to power its artificial intelligence ambitions, ByteDance, the Chinese tech giant behind the global phenomenon TikTok, is reportedly setting aside a colossal budget for advanced AI processors from Nvidia. According to a Reuters report, the company plans to spend a staggering 100 billion yuan (approximately $14.29 billion) on these chips in 2026.
A Major Budget Increase for AI Hardware
This planned expenditure marks a substantial increase from the 85 billion yuan the company allocated for the same purpose in 2025. The focus of this massive investment is said to be Nvidia's H200 Graphics Processing Units (GPUs), high-performance chips crucial for training and running complex AI models. This development follows the recent US approval for the sale of these specific H200 chips to Chinese companies, providing a critical, albeit limited, window for tech giants like ByteDance.
While this offers a temporary solution, Chinese firms remain barred from accessing Nvidia's latest and most powerful "Blackwell" architecture chips due to ongoing US export restrictions. This has forced a strategic pivot within China's tech industry and government policy.
China's Push for Self-Reliance in Semiconductors
Concurrently, the Chinese government is actively directing its domestic chipmakers to reduce their dependence on foreign suppliers like Nvidia. A new national mandate now requires these manufacturers to source at least 50% of their equipment from local suppliers. Sources indicate that authorities ultimately aim for complete reliance on domestic equipment.
This "Whole Nation" approach is a direct countermeasure to the tightening US export controls, which have sought to limit China's advancement in high-performance computing. The shift represents a move from merely encouraging domestic growth to mandating it, a change accelerated by the 2023 US bans on advanced AI chips and manufacturing tools.
ByteDance's Dual Strategy: Buying and Building
Facing these supply constraints, ByteDance is not putting all its eggs in one basket. Alongside its planned Nvidia purchases, the company is pursuing a parallel path of in-house development. Analysts reveal that ByteDance is co-developing two custom AI GPUs in collaboration with chip designer Broadcom and manufacturing titan TSMC.
These homegrown chips, expected to debut in 2026, are anticipated to eventually handle the "inference" workloads for TikTok. This refers to the day-to-day execution of AI tasks, such as powering the platform's famous "For You" page recommendation algorithm and conducting content moderation. This strategic bifurcation allows ByteDance to maintain operations with available foreign chips while building a self-sufficient future.
ByteDance has a history of navigating supply hurdles creatively, including renting cloud computing power from overseas data centres to support its global services. The company's massive budget for Nvidia chips, coupled with its custom silicon projects and China's aggressive domestic sourcing rules, underscores the intense global battle for technological supremacy in the AI era, where control over hardware is as critical as software innovation.
