Andhra Pradesh Government Approves AI Living Labs Foundation in Amaravati

The Andhra Pradesh government has officially sanctioned the creation of the AI Living Labs Foundation, a significant step toward establishing a robust artificial intelligence ecosystem in the state. This not-for-profit entity, approved under Section 8 of the Companies Act, 2013, will be headquartered in the greenfield capital city of Amaravati, marking a strategic move to position the region as a hub for technological advancement.

Building a Future-Ready AI Ecosystem

The primary objective of the AI Living Labs Foundation is to foster applied learning, research, and innovation in artificial intelligence. The foundation will establish, operate, and manage AI Living Labs across Andhra Pradesh, providing essential resources such as shared graphics processing unit (GPU) computing infrastructure, AI tools, curated datasets, and innovation sandboxes. These facilities are designed to support workforce skilling initiatives, aligning with the state's broader vision of inclusive digital growth and the ambitious goal of enabling "one AI-trained individual per family."

Comprehensive Skilling and Research Initiatives

Under a proposed hub-and-spoke model, the foundation will coordinate a wide range of AI skilling programs, certification pathways, curriculum enablement, and faculty training. This model aims to deliver shared AI infrastructure, skilling platforms, and innovation sandboxes to diverse stakeholders, including students, faculty, researchers, startups, micro, small, and medium enterprises (MSMEs), and government departments. Additionally, the foundation will promote applied research, focusing on the development of AI models and large language models (LLMs) to drive technological breakthroughs.

Focus on Priority Sectors and Funding Mechanisms

The AI Living Labs Foundation will design and deploy AI use cases in key priority sectors to address real-world challenges. These sectors include:

  • Agriculture: Enhancing productivity and sustainability through AI-driven solutions.
  • Healthcare: Improving diagnostics, treatment, and patient care with advanced AI applications.
  • Manufacturing: Optimizing processes and efficiency using intelligent automation.
  • Fintech: Innovating financial services with secure and smart AI technologies.
  • AVGC (Animation, Visual Effects, and Gaming): Boosting creativity and technical capabilities in the entertainment industry.
  • Digital Public Infrastructure: Strengthening governance and public services through AI integration.

Funding for this initiative will be sourced from multiple channels, including government grants, corporate social responsibility (CSR) contributions, and partner funding, ensuring sustainable financial support for its operations and growth.

Governance and Operational Framework

The state government has also approved the foundation's Memorandum of Association and Articles of Association, which outline critical provisions for governance. These include measures related to conflict of interest, intellectual property commercialisation, financial controls, and data governance, ensuring transparency, accountability, and ethical management of the foundation's activities. This structured framework is intended to facilitate effective implementation and long-term success of the AI Living Labs initiative, positioning Andhra Pradesh as a leader in artificial intelligence innovation and education.
