In a revealing online session, OpenAI CEO Sam Altman has provided his most detailed analysis yet regarding why his company successfully secured a significant contract with the Pentagon, while its rival Anthropic failed to do so. Altman pointed directly to differing approaches to contractual control and safety frameworks as the decisive factors.
The Contract Control Dispute That Changed Everything
During an Ask Me Anything session on the social media platform X, Altman responded to a user's question about why the Department of Defense chose OpenAI over Anthropic. While emphasizing he couldn't speak for the Pentagon's decision-making process, Altman didn't hesitate to share his interpretation of events.
"I think Anthropic may have wanted more operational control than we did," Altman wrote explicitly. He elaborated that Anthropic appeared "more focused on specific prohibitions in the contract, rather than citing applicable laws."
This fundamental disagreement over contractual philosophy created an insurmountable barrier. Altman noted that negotiations between Anthropic and the Pentagon had reportedly progressed to an advanced stage before collapsing under mounting pressure.
"I have seen what happens in tense negotiations when things get stressed and deteriorate super fast, and I could believe that was a large part of what happened here," Altman observed, highlighting how quickly such high-stakes discussions can unravel.
Serious Consequences for Anthropic Following Negotiation Breakdown
The collapse of negotiations has triggered severe repercussions for Anthropic. On Friday, Defense Secretary Pete Hegseth formally designated Anthropic as a "supply chain risk to national security," effectively blacklisting the company from future military contracts.
President Trump escalated matters further by ordering all federal agencies to cease using Anthropic's products. On his Truth Social platform, Trump characterized the company as "radical left," adding political dimensions to what began as contractual disagreements.
Anthropic has responded defiantly, announcing plans to challenge the designation in court. The company maintains that no amount of "intimidation" will alter its fundamental positions on two non-negotiable issues: mass domestic surveillance and fully autonomous weapons systems.
Diverging Safety Philosophies: Technical Safeguards Versus Contractual Prohibitions
Altman drew a clear distinction between how OpenAI and Anthropic approach safety in government deployments. OpenAI's contract with the Pentagon includes specific prohibitions against using its technology for "unconstrained monitoring" of Americans' private information and bars independent direction of autonomous weapons. Additionally, OpenAI incorporated a third significant restriction that Anthropic didn't publicly emphasize: prohibiting automated high-stakes decision-making systems, such as social credit-style frameworks.
