Goa's 'Go Goa' Transport App Faces Major Delay, Prompting Fresh Tender for Integrated System
The much-anticipated launch of the 'Go Goa' transport application has been significantly delayed, leading the Kadamba Transport Corporation (KTC) to issue a new tender on Tuesday for a comprehensive integrated transport management system (ITMS). Officials cited critical data security vulnerabilities and substantial operational hurdles with the current arrangement as the primary reasons for this decisive move.
Structural Limitations and Contractual Gaps Hinder Rollout
KTC managing director, Rohan Kaskar, confirmed that the 'Go Goa' app was originally slated for an October 2025 launch, which was later postponed to January of this year. However, the application could not be deployed on a larger scale due to what he described as "structural and contractual limitations" associated with the existing vendor, who was initially appointed under a smart city project framework.
"The app was developed under the smart city framework, where only 48 buses were covered. That same system was extended to KTC, which operates over 500 buses. The low-volume smart city solution was not designed for such scale," Kaskar explained, highlighting the fundamental mismatch between the project's scope and KTC's extensive operations.
Data Ownership and Security Concerns Take Center Stage
A major factor contributing to the delay, according to officials, was the absence of clearly defined roles, liabilities, and data ownership clauses in the existing agreement. This oversight raised serious concerns about operational control and security.
"Nowhere is it mentioned that the data belongs to KTC or that the vendor is duty-bound to provide it. If something goes wrong, we may not get access to our own operational data," Kaskar emphasized, underscoring the potential risks of proceeding without proper safeguards.
New ITMS to Offer Comprehensive, Unified Platform
The newly proposed ITMS is designed to be far more extensive and integrated, consolidating multiple advanced modules under a single, robust platform. Key features will include:
- Passenger space-recognition cameras for optimized capacity management
- Digital audit systems to enhance transparency and accountability
- WhatsApp-based ticketing for convenient passenger access
- Real-time vehicle-tracking capabilities
- Seamless integration with the National Common Mobility Card (NCMC)
Kaskar further elaborated on the NCMC's versatility, noting, "This card can be used beyond buses and even for advertising-linked services," indicating a broader vision for multimodal transport and ancillary benefits.
Phased Implementation and Integration Plans
Adhering to the Motor Vehicles Act regulations, KTC has already equipped its buses with vehicle location tracking devices. The new vendor's primary task will be to integrate this existing GPS data into a unified system, ensuring all information is accessible through a single interface, even via mobile devices.
The corporation has set a tentative launch date of April 1 for the app and expects the new system to be implemented in phases starting from the upcoming financial year. This staggered approach aims to ensure a smooth transition and minimize disruptions to daily transport services across Goa.
