Uttar Pradesh Establishes Kaushal Connect Cell to Fuel Industrial Growth
In a strategic move to bolster economic development, the Uttar Pradesh government has officially constituted the Kaushal Connect Cell (KCC). This newly formed body is tasked with a critical mission: providing skilled manpower to large-scale industries investing in the state. The initiative aims to create a seamless bridge between investors and the state's skill development apparatus.
Coordinating Key Agencies for Enhanced Efficiency
The Kaushal Connect Cell will serve as the central hub for effective coordination between two pivotal state entities: Invest UP and the UP Skill Development Mission (UPSDM). By synchronizing their efforts, the cell is designed to eliminate bureaucratic delays and ensure that industries receive the trained workforce they need promptly. This coordination is expected to significantly enhance the ease of doing business across Uttar Pradesh.
Aligning with a $1-Trillion Economic Vision
Officials have emphasized that the establishment of the KCC is in direct alignment with Chief Minister Yogi Adityanath's ambitious resolve to transform Uttar Pradesh into a $1-trillion economy. The cell is not merely an administrative unit; it is envisioned as a transformative force that will play a significant role in positioning UP as a true 'skill hub' of India. This strategic focus on skill development is seen as a cornerstone for attracting and sustaining major industrial investments.
Ministerial Insights on Timely Manpower Delivery
Kapil Dev Agarwal, the Minister for Vocational Education, Skill Development, and Entrepreneurship, provided detailed insights into the cell's operational framework. He highlighted that the 'SpeedUp' Project Management Unit (PMU), which is actively engaged in accelerating training processes under the UPSDM, will now establish real-time coordination with investors through the KCC. "With major investments flowing into the state, we must ensure that industries receive skilled manpower in a timely manner. The KCC will bring tangible changes on the ground, moving beyond mere administrative functions," Agarwal stated.
Bridging the Training-Industry Demand Gap
Pulkit Khare, Director of UPSDM, elaborated on the mission's extensive training scope, which currently covers nearly 35 sectors and over 1,300 distinct job roles. "The primary objective of the Kaushal Connect Cell is to eliminate the existing gap between skill training and actual industry demand. This will empower our youth to secure employment in major industries within their own districts, reducing migration and fostering local economic growth," Khare explained.
Appointment of Key Personnel for Streamlined Operations
To ensure robust and efficient coordination, both departments have nominated single point of contact officers (SPOCs). The leadership structure is as follows:
- From Invest UP: Omair Shahid will serve as the team leader and SPOC.
- From UPSDM: Pavitra Tandon has been appointed to head the Kaushal Connect Cell.
- Additional Support: Assistant Director Atul Kumar Singh has been designated as UPSDM's SPOC, with Dhananjay Kumar Dwivedi and Jyoti Srivastava serving as key team members.
This dedicated team is expected to drive the cell's initiatives, ensuring that the synergy between investment promotion and skill development translates into concrete employment opportunities and industrial growth for Uttar Pradesh.
