The Raj Bhavan in Tamil Nadu has strongly denied allegations that Governor R.N. Ravi has been delaying assent to Bills passed by the State Legislative Assembly. In an official statement released on November 7, 2025, the Governor's office presented data showing that 81% of the total Bills received had been assented to as of October 31.

Official Data Refutes Delay Claims

The Raj Bhavan took exception to what it termed "unfounded and factually incorrect allegations" circulating in public domains that suggested the Governor was intentionally delaying Bill approvals and acting against public interests. According to the official records, 95 Bills received gubernatorial assent within three months of their submission, demonstrating timely processing.

The statement further clarified that 13% of the Bills have been reserved for the consideration of the President of India, with 60% of these reservations made on the specific recommendation of the State Government itself. The remaining Bills were received in the last week of October 2025 and were still under consideration at the time of the statement.

Constitutional Framework and Due Process

The Raj Bhavan emphasized that Governor Ravi examines every Bill with due diligence to uphold the rule of law and protect the interests of Tamil Nadu's citizens. The statement noted that 10 Bills were initially withheld by the Governor, with the decisions properly communicated to the State Government.

When these same Bills were passed again by the Assembly and resubmitted, the Governor reserved them for presidential consideration because they were found to be contrary to University Grants Commission regulations framed under Parliamentary Acts. The Raj Bhavan clarified that such Bills were considered beyond the legislative competence of the State Legislature.
