Haryana Chief Minister Nayab Singh Saini launched a sharp attack on Leader of the Opposition Bhupinder Singh Hooda and Congress legislators on Friday, December 20, 2025. The criticism came in response to a no-confidence motion brought against his government on the second day of the Winter Session of the Haryana Vidhan Sabha in Chandigarh.

A Motion Without the Leader's Signature

The chief minister pointed out a significant procedural issue, stating that the motion lacked the signature of the Leader of the Opposition. Saini described this omission as "a serious matter" that warranted being placed before the House before the discussion commenced. He highlighted the contrast between the cordial welcome extended to Hooda as LoP just a day earlier and the swift move by the Opposition to table the motion within hours.

"Either the Leader of the Opposition was unaware of this no-confidence motion, or despite being aware, he allowed it to be brought forward," Saini remarked, taking a clear dig at Hooda's leadership. He confirmed, however, that the government was fully prepared for a discussion on the motion, which was accepted by Speaker Harvinder Kalyan.

Opposition's Allegations and Government's Rebuttal

The Congress's no-confidence motion levelled severe charges against the BJP government. It accused the administration of having a "narrow tunnel vision" leading the state towards a "dark, hellish abyss of crime, drug abuse, unemployment, illiteracy, inequality and environmental degradation." The motion further alleged that the government had lost public trust and had transformed 'Loktantra into Tantralok'. It also cited allegations by Rahul Gandhi, accusing the BJP of seizing power through unconstitutional means.

In a strong rebuttal, Chief Minister Saini framed the motion as an act of frustration. He asserted that the people's mandate was "clear and decisive" and reflected a total rejection of Congress's past policies and governance. "The Opposition has been left unsettled after being decisively rejected by the people. Having lost public confidence and political credibility, Opposition leaders are now resorting to allegations like vote theft out of sheer frustration," Saini stated during the Question Hour.

Parliamentary Procedure and Heated Exchanges

The Winter Session proceedings witnessed heated exchanges as Congress members strongly objected to Saini's points regarding the LoP's signature. They insisted that the LoP's signature was not a mandatory requirement for moving a no-confidence motion. Despite the objections and the procedural debate, the discussion on the motion proceeded as scheduled by the Speaker.

Saini reiterated the government's accountability, stating, "The government is fully prepared to answer every question and engage in discussion in the Assembly. The BJP government remains accountable to the people and prepared to address any issue raised by the Opposition during the session." The discussion on the no-confidence motion was ongoing at the time of reporting, marking a contentious start to the session's key debates.
