Pune Civic Body Issues Stern Warning to Employers Over Voting Rights
The Pune Municipal Corporation has taken a firm stand to protect voting rights for the upcoming civic polls. Municipal Commissioner Naval Kishore Ram has issued a clear warning to all establishments operating within the city.
Mandatory Holiday or Break for Employees
Commissioner Ram stated that every establishment must provide either a full holiday or a substantial break to employees on polling day. This directive applies to both government and private sector organizations. The Maharashtra government has already issued official instructions requiring this accommodation for voters.
"Where a complete holiday proves impossible, employers must grant a break of two to three hours during working hours," emphasized the municipal commissioner. He made it clear that this requirement extends to all Pune voters, even those employed by companies located outside municipal boundaries.
Legal Consequences for Non-Compliance
The warning carries serious implications for non-compliant establishments. Commissioner Ram declared that legal action will be initiated against any organization that receives complaints from employees unable to vote due to work restrictions.
"Management at all establishments must take proper steps to strictly follow state government instructions," he stated firmly. "If we receive complaints from voters prevented from casting their ballots, we will take legal action against the responsible establishment."
Comprehensive Coverage Across Industries
This directive encompasses a wide range of business sectors operating in Pune. The municipal commissioner specifically mentioned several categories that must comply:
- Factories and industrial units
- Shops and retail establishments
- Hotels and eateries
- Cinema halls and entertainment venues
- Business centers and shopping malls
- Information technology companies
The only exception applies to essential services where employee absence might cause significant public harm. Even in these exceptional cases, establishments must still provide the mandated two to three hour voting break.

Polling Day Logistics and Arrangements
Voting for the Pune Municipal Corporation elections will occur on January 15 from 7:30 AM to 5:30 PM. The counting of votes will follow on January 16. The municipal administration has made extensive preparations to ensure smooth polling operations.
A total of 30,100 staff members have been assigned election duties across the city. The PMC has deployed 15 health teams, each accompanied by an ambulance, stationed at every ward office. This arrangement provides 45 ambulances ready to address any health emergencies during polling hours.
Decentralized Election Management
The municipal corporation has implemented a decentralized approach to election management. Election materials, including electronic voting machines, will be distributed from 15 different locations corresponding to each municipal ward office. After polling concludes, materials will return to these same collection points.
Vote counting on January 16 will also occur simultaneously across these 15 locations. Civic vehicles will transport all election duty staff to their assigned polling booths throughout the day.
Election Context and Political Landscape
The PMC elections will determine 165 corporators representing 41 municipal wards. Most wards will elect four corporators each, while one ward will select five representatives. These elections mark an important moment for Pune, occurring after a gap of nearly nine years since the last term from 2017 to 2022.
Previous delays resulted from Supreme Court challenges regarding seat reservations. A total of 1,155 candidates are contesting these elections across various political parties. The Bharatiya Janata Party is fielding candidates independently for all 165 seats.
The political landscape features several alliances and independent campaigns. The Ajit Pawar-led Nationalist Congress Party has formed a pre-poll alliance with the Sharad Pawar-led NCP (SP). The Eknath Shinde-led Shiv Sena is contesting independently, while the Uddhav Thackeray-led Shiv Sena (UBT) has allied with the Congress party and Maharashtra Navnirman Sena.
