Odisha Grapples with Widespread Officer Shortage Across Administrative Services

Bhubaneswar is at the center of a significant administrative crisis as Odisha struggles with a severe shortage of officers across multiple key services. Official figures presented in the state assembly on Monday have laid bare the extent of this issue, revealing that hundreds of sanctioned posts remain vacant, potentially hampering governance and public service delivery.

Critical Vacancies in All India Services and State Cadres

The data indicates a troubling gap in the All India Services, with 42 IAS posts, 67 IPS posts, and 66 IFS posts currently unfilled in Odisha. However, the situation is even more acute in the state-level cadres, where the shortages are substantially higher.

Specifically, the Odisha Police Service (OPS) is facing a deficit of 146 officers against a sanctioned strength of 851. The Odisha Forest Service (OFS) shows a staggering shortfall of 473 officers from its approved cadre of 1,058. Meanwhile, the Odisha Administrative Service (OAS) has 330 vacant posts out of a total sanctioned strength of 2,248 officers.

Assembly Query Reveals Deputation Details

These alarming figures came to light after MLA Pradeep Kumar Dishari raised a pointed question in the assembly. He sought detailed information on the number of sanctioned posts across the IAS, IPS, IFS, OAS, OPS, and OFS cadres, as well as how many of these positions are currently filled. Additionally, Dishari inquired about officers deputed outside the state and abroad.

In response, Chief Minister Mohan Charan Mahapatra provided a comprehensive breakdown to the House. He confirmed that the state has a sanctioned strength of 248 IAS officers, 195 IPS officers, and 141 IFS officers. Furthermore, Mahapatra disclosed that 27 IAS officers, 28 IPS officers, and 7 IFS officers are currently on deputation to the Union government, which may contribute to the staffing challenges within the state.

The widespread vacancies across these critical administrative and police services raise serious concerns about the efficiency and effectiveness of governance in Odisha. With such significant gaps in personnel, key functions related to law enforcement, forest management, and general administration could be adversely affected.
