Andhra CM Naidu Announces BC Reservation Push Ahead of Local Polls

In a significant development, Chief Minister N Chandrababu Naidu of Andhra Pradesh declared on Monday that the government is actively working to enhance and implement Backward Class (BC) reservations before the upcoming local body elections. Speaking during a discussion on welfare allocations in the assembly, Naidu emphasized the administration's commitment to addressing the long-standing demands of BC communities.

Cabinet Sub-Committee Formed for BC Protection Act

Naidu revealed that a cabinet sub-committee has been established to draft the BC Protection Act, aimed at safeguarding the rights and interests of backward classes. He stated, "We are taking concrete steps to ensure that BC reservations are not only restored but also strengthened through legislative measures." This move is seen as a strategic effort to consolidate support among BC voters ahead of the crucial local polls.

Restoration of BC Reservations to 34%

The Chief Minister highlighted that the previous YSRCP government had reduced BC reservations from 34% to 24%, a decision that has been widely criticized. In response, his administration has constituted a one-man committee to restore the reservations to the original 34%. Naidu asserted, "This restoration is essential for social justice and equitable representation in local governance." He added that proposals regarding the inclusion demands from some BC groups in the Scheduled Caste (SC) and Scheduled Tribe (ST) categories have been forwarded to the Central government and are currently under follow-up.

Historical Context and SC Categorisation

Naidu provided historical context, noting that SC categorisation was first implemented during 1996-97 when he previously served as Chief Minister. However, he lamented that subsequent administrations failed to protect these measures. "Now, we have successfully re-implemented the SC categorisation to ensure fair distribution of benefits," he said. This reinstatement is part of broader efforts to address caste-based disparities in the state.

GO 3 and Tribal Community Concerns

Addressing issues related to tribal communities, Naidu mentioned that GO 3, a government order issued for their welfare, was struck down by the Supreme Court after it was not adequately defended in earlier proceedings. He explained, "Consultations are currently underway to finalize a framework that will implement GO 3 in a manner acceptable to all stakeholders, including tribal groups." This initiative aims to resolve legal hurdles and ensure effective implementation of policies for marginalized communities.

Political Implications and Future Steps

The announcement comes at a critical juncture as Andhra Pradesh prepares for local body elections, with Naidu's Telugu Desam Party seeking to bolster its electoral prospects. By prioritizing BC reservations and related welfare measures, the government aims to address key voter concerns and foster inclusive development. Naidu concluded by reaffirming his administration's dedication to social justice and equitable governance, urging all parties to support these initiatives for the state's progress.
