Mumbai Civic Bus Services Likely to Be Hit as BEST Employee Unions Announce Indefinite Strike
Mumbai's civic bus services operated by the Brihanmumbai Electric Supply and Transport (BEST) are likely to face major disruptions as employee unions have announced an indefinite strike. The decision comes amid unresolved grievances over wages and working conditions, potentially affecting millions of daily commuters who rely on the public transport network.
BEST is Mumbai's second-largest public transport provider after the suburban railway network, carrying over 2.5 million passengers every day. The strike could bring the city's bus services to a standstill, leading to chaos on the roads and increased reliance on private vehicles and auto-rickshaws.
Unions Cite Lack of Progress in Talks
Several employee unions, including the BEST Workers' Union and the BEST Employees' Union, have jointly declared the indefinite strike after prolonged negotiations with the management failed to yield results. Key demands include a hike in basic pay, better pension benefits, and improved safety measures for drivers and conductors. The unions have accused the management of ignoring their concerns and refusing to engage in meaningful dialogue.

Another commuter, Sneha Patil, added, “The government should step in and resolve the issue quickly to avoid inconvenience to the public.”
BEST Management's Response
The BEST management has expressed regret over the strike call and appealed to the unions to reconsider. In a statement, a BEST spokesperson said, “We are committed to resolving the issues through dialogue and have already placed some proposals before the unions. We urge them to maintain services and avoid causing hardship to the public.” The management has also assured that it is working on a revised wage structure and other demands.
However, the unions remain firm on their stance, stating that they will call off the strike only if their demands are met in writing. The impasse has raised concerns about the financial health of BEST, which has been facing losses due to rising operational costs and declining ridership.
Government Intervention Sought
With the strike looming, the Maharashtra government has been urged to intervene. Transport Minister Anil Parab said that the government is monitoring the situation and will hold talks with both the management and unions to find a solution. “We understand the importance of BEST services for Mumbai's daily life. We will ensure that the matter is resolved at the earliest,” he added.
Political parties have also reacted sharply, with the opposition blaming the government for failing to address the grievances of BEST employees. The Shiv Sena, which controls the BEST administration, has defended its efforts, saying that the corporation is doing its best under financial constraints.

BEST has a history of labor unrest, with several strikes in the past over wage disputes and working conditions. In 2023, a similar strike was called off after the intervention of the state government, but the underlying issues remained unresolved.
