MPCC Protests Renaming MGNREGA to Viksit Bharat Mission

The Mizoram Pradesh Congress Committee (MPCC) has launched a fierce critique against the ruling BJP-led NDA government at the Centre over a controversial proposal to change the name of a landmark rural employment scheme. The party voiced its strong objection on Wednesday to the plan of renaming the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).

What is the Proposed New Name?

The central government, through Union Minister Shivraj Singh Chauhan, introduced an amendment bill in Parliament on Tuesday. This bill seeks to rebrand the scheme as 'Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin)', which would be abbreviated as 'VB-G RAM G'. The MGNREGA was originally institutionalised in 2005 by the Congress-led UPA government under the then Prime Minister, Dr. Manmohan Singh.

MPCC's Strong Objections and Allegations

Leading the charge for the MPCC, its legal department chairman and former legislator, TT Zothansanga, addressed the media in Aizawl. He stated that opposition parties have collectively protested this proposed amendment, arguing that the MGNREGA remains profoundly relevant and beneficial for the people of India.

Zothansanga levelled serious accusations against the BJP. He claimed the move is part of a broader attempt to gradually eliminate the name of Mahatma Gandhi from government programmes. Furthermore, he expressed concerns that the amendment, if passed, would dilute the rights of rural communities and effectively downgrade their entitlements.

The MPCC leader also alleged a significant shift in the scheme's governance structure. He contended that while the central government previously took full responsibility for this flagship programme, the amendment would place more operational responsibilities on state governments. Simultaneously, the Centre would tighten its grip on the implementation process, potentially altering the scheme's federal dynamics.

Demand for Parliamentary Review

In light of these concerns, the Mizoram Congress has put forth a formal demand. TT Zothansanga strongly urged the Parliament standing committee to thoroughly review the proposal before any legislative action is taken. The party's stance underscores a deepening political clash over the legacy and administration of one of India's most significant social welfare schemes, setting the stage for further debate in Parliament.
