In a groundbreaking development that could reshape central India's security landscape, the Maharashtra-Madhya Pradesh-Chhattisgarh (MMC) Special Zonal Committee of the CPI (Maoist) has declared its readiness for a mass surrender by January 1, 2026. The unprecedented offer comes with specific conditions requiring clear security guarantees and a transparent rehabilitation process from the three state governments.

Ceasefire Proposal and Safety Demands

The Maoist leadership, through spokesperson Anant, has proposed an immediate halt to offensive operations from both sides to facilitate what they term as a "collective, organized and respectful reunification" with mainstream society. In letters addressed to the chief ministers of Maharashtra, Chhattisgarh and Madhya Pradesh, the group emphasized that this would not be individual surrenders but a coordinated mass movement.

The MMC committee has specifically requested that state governments "exercise restraint" and temporarily suspend anti-Maoist operations in affected areas. In return, they have promised that their cadres would cease all armed and organizational activities during this transition period. The proposal comes at a crucial time when the Union government has set a March 31, 2026 deadline to eliminate Left-wing extremism.

Rehabilitation Concerns and Past Failures

Anant's communication highlighted significant concerns about previous rehabilitation efforts, stating that earlier drives "remained on paper" and failed to ensure safety for surrendered cadres and their families. The spokesperson stressed that January 1, 2026 represents their final and non-negotiable date for this coordinated move into mainstream society.

In an internal message to MMC cadres, Anant clarified their strategic approach: "We are not asking our comrades to lay down arms one by one. We will all move together on a single day, so that our unity remains intact and we can negotiate from a position of strength."

Communication Channels and Coordination Mechanism

As part of building trust in the process, the MMC committee has established specific communication protocols. The leadership revealed that MMC delegations can be reached on radio frequency 435.715 between 11 am and 11:15 am daily for the next month. This coordination mechanism aims to facilitate dialogue and build confidence between the parties.

The committee has also expressed willingness to accept Chhattisgarh government's "Poona Maargem" rehabilitation campaign, referencing senior leaders who have already joined this initiative. They have appealed to journalists and opinion makers to support confidence-building measures and avoid narratives that could derail the peace process.

The Maoist leadership framed their decision as a tactical shift rather than surrender, stating: "Our fight was always for the people, not against them. Laying down arms is not cowardice but a tactical step in changed national and international conditions for the survival of the organization and the interests of the people."

This development occurs against the backdrop of intensified anti-Maoist operations and recent high-level security meetings in Raipur, including the DGP/IGP 60th conference attended by Prime Minister Narendra Modi and the Union home minister.
