In a significant move aimed at reforming Punjab's transport sector, Chief Minister Bhagwant Mann on Friday distributed 505 new mini bus permits. The initiative is designed to dismantle the long-standing monopoly held by large operators and politically connected families, opening the industry to the state's youth.
Ending the Era of Family-Run Monopolies
Chief Minister Mann launched a sharp critique against previous administrations, accusing them of transforming the transport business into a "family-run monopoly." He stated that permits were historically awarded exclusively to close associates, creating an exploitative system that marginalized ordinary citizens. Mann specifically named the Badal family, alleging that former Deputy CM Sukhbir Singh Badal's policies of centralization allowed a select few to control profitable routes, ultimately driving young entrepreneurs out of the business.
"The previous regimes plundered its resources for their own benefits," Mann asserted. He shared an anecdote about a friend now in Canada who sold his entire transport fleet and left the country following Badal's statements on centralization. The new permits, in contrast, have been awarded through a transparent and merit-based process focused on beneficiaries from common backgrounds.
A Multi-Pronged Boost for Punjab's Transport and Economy
The distribution of permits is expected to have wide-ranging positive effects. Mann emphasized that this move will stimulate the state's economy by providing new opportunities for petrol pump owners, bus operators, and various allied businesses. A major beneficiary will be students, who have faced persistent transport challenges. The government has already introduced dedicated school buses for girls to improve connectivity, and the new mini buses will further alleviate these issues.
Looking beyond the permits, the Chief Minister unveiled a comprehensive plan to revitalize public transport in Punjab. Key announcements include:
- The addition of a new fleet of 1,311 buses to strengthen services across the state.
- Major facelifts for bus stands in Patiala, Jalandhar, Sangrur, Ludhiana, and Bathinda with ultra-modern facilities.
- The launch of a new mobile application for convenient bus ticket booking.
- The introduction of a shuttle bus service to enhance intra-state connectivity for the common man.
Furthermore, the State Cabinet has amended relevant rules to streamline the process of obtaining permits and other necessary facilities for new entrants, aiming to generate youth employment while improving transport services.
Toll Plaza Closures and Political Commentary
In another pro-people announcement, Mann revealed that the state government has discontinued 17 toll plazas, resulting in daily savings of approximately Rs 64 lakh for Punjab's residents. He accused the companies operating these plazas of seeking extended tenures to continue exploiting the public, a demand his government refused. He also took a jab at Congress leader Partap Singh Bajwa, alleging that the maximum number of toll plazas were established during his tenure as PWD minister, particularly on routes leading to his constituency of Qadian.
Commenting on the recent Zila Parishad and Panchayat Samiti elections, Mann defended the process as free and fair, noting that some candidates won by narrow margins of just two or three votes. He dismissed the opposition's complaints, stating they had been firmly rejected by the people of Punjab.
