Revenue Minister Chandrashekhar Bawankule announced this decision during the Budget Session of the Assembly, responding to queries raised by legislator Bhimrao Tapkir.

Bawankule confirmed that all pending dues and arrears related to the NA tax have been completely waived. This exemption applies universally to all urban residential properties, regardless of whether the buildings are old or newly constructed. The minister emphasized that this step will offer substantial financial relief to housing societies and apartment owners, who have long been burdened by this levy.

Tapkir highlighted that the NA tax had been imposed on land used for residential construction in urban areas for many years. He sought clarification on whether the exemption would cover buildings constructed before a government circular issued on March 10, 2026, and if developers would need to make lump-sum payments for future building permissions. In response, Bawankule outlined a revised framework that also rationalizes conversion charges to streamline the process.

Revised Conversion Charge Framework

The new system introduces clear guidelines for conversion charges, which are now simplified to reduce complexity and disputes:

  • For constructions completed before 2001, the conversion fee is fixed at 0.10% of the 2001 ready reckoner rate for areas up to 1,000 square metres.
  • For land parcels up to 4,000 square metres, a one-time payment option is available at a charge of 0.25%.
  • For projects exceeding 4,000 square metres or more than one acre, the charge is reduced to 0.15% if paid upfront.
