The Maharashtra government has disclosed that a substantial number of farmers are still waiting for financial relief under a key agricultural debt waiver initiative launched several years ago. In a written reply presented to the state legislative assembly last week, Cooperation Minister Babasaheb Patil provided detailed figures highlighting the ongoing challenges in implementing the scheme fully.
Persistent Delays in 2017 Loan Waiver Program
According to the official data, approximately six lakh farmers remain without benefits under the Chhatrapati Shivaji Maharaj Shetkari Sanman Yojana, which was introduced in June 2017 by the then Chief Minister Devendra Fadnavis-led government. This scheme was designed to provide crucial debt relief to the agricultural community during a period of economic distress.
Minister Patil clarified that out of 50.6 lakh farmers deemed eligible for assistance under this 2017 program, benefits have been successfully delivered to 44 lakh beneficiaries. The government has confirmed that administrative processes are actively underway to extend the waiver to the remaining 6.6 lakh eligible farmers, though specific timelines for completion were not provided in the assembly statement.
Contrast with More Recent 2019 Scheme Implementation
The government's reply also included performance metrics for a subsequent agricultural debt relief initiative. The Mahatma Jyotirao Phule Shetkari Karjmukti Yojana, launched in 2019 under the Uddhav Thackeray-led administration, has demonstrated markedly better implementation rates.
Official statistics indicate that 32.3 lakh out of 32.4 lakh eligible farmers have already received debt waiver benefits under this 2019 scheme, representing near-complete coverage. Furthermore, an additional 14.5 lakh farmers have been disbursed incentive benefits after successfully completing mandatory Aadhaar authentication procedures, showcasing improved administrative efficiency in more recent implementations.
