Kolhapur Municipal Corporation Falls Short of Annual Revenue Target by Rs111 Crore

The Kolhapur Municipal Corporation (KMC) has reported a significant shortfall in its revenue collection for the financial year 2025-26, missing its target by a substantial Rs111 crore. The civic body had set an ambitious revenue goal of Rs635 crore for the fiscal year that concluded on Tuesday, but managed to collect only Rs524 crore, achieving just 82% of the target.

Breakdown of Revenue Collection Sources

A detailed analysis of the Rs524 crore collection reveals that a major portion, Rs234 crore, came from grants provided by the central and state governments as compensation for local body tax. This leaves the KMC's own-source revenue at Rs290 crore, which was generated through various municipal taxes and fees.

The corporation had established a target of Rs401 crore from its own revenue sources, meaning it achieved only 72% of this goal. The performance across different departments varied significantly:

  • Property Tax Department: Collected Rs68 crore against a target of Rs111 crore, achieving approximately 61% of its goal.
  • Water Tax Department: Performed poorly with only Rs48 crore collected out of a Rs90 crore target, representing just 53% recovery. A civic official attributed this shortfall to outstanding dues from government establishments.
  • Town Planning Department: Achieved remarkable success, collecting Rs118 crore out of a Rs120 crore target for building permissions and layout sanctioning fees, setting a record revenue achievement for the department.

Official Response and Future Strategy

Sanjay Sarnaik, Assistant Commissioner and Chief Accountant of KMC, addressed the revenue shortfall and outlined the corporation's strategy for improvement in the coming fiscal year. "Our emphasis will be on increasing tax collection while simultaneously reducing unnecessary expenses," Sarnaik stated.

The KMC plans to implement several technological solutions to enhance revenue collection:

  1. Geographic Information System (GIS) Implementation: Will be utilized to locate and assess properties more accurately, aiming to bring more properties into the tax net.
  2. Robotics Technology: Will be deployed in the water supply department to detect leakages more efficiently.
  3. Flow Meter Installation: Will be fitted to main water tanks to improve auditing capabilities and revenue tracking.

The revenue shortfall highlights the challenges municipal corporations face in balancing ambitious revenue targets with practical collection capabilities, particularly when dependent on multiple revenue streams with varying performance levels.
