Goa Assembly Introduces Nine Bills, Including Mundkar Protection

Key Bills Introduced by the Chief Minister

Pramod Sawant, serving in his dual role as chief minister and finance minister, presented several important pieces of legislation. The Goa Jan Vishwas (Laws Amendment) Bill, 2026, aims to streamline existing laws. The GIM University Bill, 2026, focuses on higher education reforms.

Taxation and Education Reforms

As finance minister, Sawant introduced the Goa Value Added Tax (Amendment) Bill, 2026. This bill is expected to bring notable changes to the state's indirect taxation framework. It could impact businesses and consumers across Goa.

He also moved the Goa School Education (Amendment) Bill, 2026. This legislation seeks to amend the existing school education system, potentially affecting students and teachers statewide.

Infrastructure and Agricultural Updates

The chief minister further introduced the Goa Mopa Airport Development Authority (Amendment) Bill, 2026. This bill relates to the development and management of the Mopa airport, a key infrastructure project.

One of the most notable bills is the Goa Mundkars (Protection from Eviction) Amendment Bill, 2026. This legislation holds particular importance for housing rights. It deals with restricting landlords from transferring property that contains a mundkar's dwelling house.

The bill specifies that such transfers cannot occur to anyone other than the mundkar, unless the mundkar provides consent. This measure aims to protect vulnerable tenants from eviction and ensure their housing security.

Panchayat Reforms

Panchayats Minister Mauvin Godinho also contributed to the legislative activity. He introduced the Goa Panchayat Raj (Amendment) Bill, 2026. This bill focuses on amending the panchayat system, which governs local self-government in rural areas.
