The Congress party in Karnataka has decisively continued its long-standing tradition of family-oriented politics with the official announcement of candidates for two crucial by-elections scheduled for April 9. The party has named Samarth Mallikarjun as its candidate for the Davangere constituency and Umesh Meyti for Bagalkot, both seats that became vacant following the unfortunate demise of senior party leaders.

These by-elections were necessitated due to the passing of two prominent Congress figures: Shamanur Shivashankarappa, a veteran leader from Davangere, and H Y Meyti from Bagalkot. After days of intense internal deliberations and negotiations, particularly concerning the Davangere South segment which boasts a substantial 40 percent Muslim voting population, the Congress leadership ultimately decided to adhere to its established precedence. The decision-making process was reportedly heated, especially regarding the Davangere ticket. Mallikarjun, the son of the late Shamanur Shivashankarappa, passionately argued for his family's claim, emphasizing his father's esteemed position as the president of the All India Veershaiva Lingayat Mahasabha (AIVM). He contended that denying the ticket to his family would be perceived as an insult to this significant legacy. Addressing Controversy and Family Claims
Questions were raised during the discussions about the appropriateness of Mallikarjun seeking a ticket for his son, given that his wife is currently a sitting Member of Parliament from Davangere, having won the 2024 parliamentary elections. In response, Mallikarjun dismissed these concerns, stating that neither he nor his late father had actively solicited the ticket. He asserted that the candidacy was, in fact, "forced upon them" by the party's top leadership, including Chief Minister Siddaramaiah, Deputy Chief Minister D K Shivakumar, and Karnataka in-charge AICC general secretary Randeep Singh Surjewala.
Party insiders revealed that a compromise was reached. The ticket would be granted to Samarth Mallikarjun to avoid antagonizing the influential Lingayat community. However, this arrangement is understood to be strictly for the current by-elections, with a fresh assessment and decision to be made for the full-fledged 2028 state assembly elections.
Parallel Dynamics in Bagalkot
In Bagalkot, a similar dynamic unfolded. The Congress party acceded to the demands of the Meyti family, ultimately selecting Umesh Meyti as their candidate. This decision followed considerable internal lobbying within the family itself, with all four children of the late H Y Meyti vying for the nomination. While Deputy Chief Minister Shivakumar initially favored the eldest son, local party leaders and senior leadership advocated for Umesh, leading to his selection.

KPCC president and Deputy Chief Minister D K Shivakumar addressed the media to explain the party's decisions. "We have followed the tradition of giving the tickets to the family members of the late legislators by giving the tickets to Umesh Meyti and Samarth Mallikarjun," he stated. "We have full confidence of winning the two by-elections with leaders assuring of working together to ensure the victory."
When questioned about the Muslim community's demand for representation in Davangere, Shivakumar acknowledged their right to make such demands. He pointed to the internal competition within the Meyti family as an example, noting that even the women in the family had sought the ticket. "When such is the situation within a family, there is bound to be demands from outside as well," he remarked, adding that the party's decision is final and expected to face no opposition.
Regarding potential trade-offs for the Muslim community, Shivakumar mentioned that Abdul Jabbar, a long-time aspirant for the Davangere seat, is already a three-term Member of the Legislative Council (MLC) and continues in that role. "We trade-off when the time is right and when it is required," he concluded cryptically.
Next Steps in the Electoral Process
Shivakumar announced that he will personally travel to both constituencies on Monday to submit the nomination papers along with the necessary B Forms. Chief Minister Siddaramaiah will be occupied with preparing his reply to the 2026-27 state budget, which is scheduled for presentation on Wednesday, March 25.
