BJP Accuses Himachal Pradesh Government of Major Financial Mismanagement in Audit Report
The Bharatiya Janata Party (BJP) has launched a scathing attack on the Sukhvinder Singh Sukhu-led Congress government in Himachal Pradesh, accusing it of serious financial mismanagement. This follows revelations from the 2023-24 audit report of the Himachal Pradesh State Agricultural Marketing Board, which highlighted significant irregularities.
Audit Report Reveals Massive Financial Irregularities
The audit report has brought to light over Rs 110 crore in advances that remain unadjusted and unaccounted for. Additionally, it flagged a substantial discrepancy of nearly Rs 49 crore in deposit works. BJP chief spokesperson and MLA Rakesh Jamwal, addressing the media on Monday, described these findings as far more than routine accounting errors, labeling them a major governance failure.
Specific Allegations and Concerns Raised by BJP
Jamwal detailed several specific issues uncovered by the audit. He claimed that numerous advances have been pending for years without proper utilisation certificates, indicating a lack of follow-up and accountability. Furthermore, inconsistencies between contributory provident fund (CPF) accounts and bank balances have raised serious concerns about weak financial controls and a lack of transparency within the board's operations.
Targeting the ruling Congress party directly, Jamwal asserted that the promised "vyavastha parivartan (systemic change)" has instead resulted in an administrative breakdown. He alleged that public funds specifically allocated for farmers and mandi committees have not been properly monitored, potentially diverting resources meant for agricultural development.
BJP's Demands and Threats of Escalation
In response to these findings, the BJP has made several demands:
- An independent probe into the financial irregularities.
- Criminal proceedings against those found responsible for the mismanagement.
- A public clarification from Chief Minister Sukhvinder Singh Sukhu regarding the unadjusted funds and the Rs 49-crore discrepancy.
Jamwal issued a stern warning, stating that if corrective action is not taken promptly, the party will escalate the issue both inside and outside the legislative assembly. He emphasized that the people of Himachal Pradesh deserve transparent and accountable governance, and the BJP will continue to press for answers until accountability is restored.
The audit report's findings have sparked a political firestorm in the state, with the opposition BJP leveraging the issue to criticize the Congress government's financial stewardship. The allegations center on the misuse or poor management of substantial public funds, raising questions about oversight mechanisms within the state's agricultural marketing infrastructure.
