Bihar Deputy CM Issues Stern Directive to Revenue Officials on Judicial Compliance
In a significant development aimed at strengthening judicial discipline within the revenue administration, Bihar Deputy Chief Minister Vijay Kumar Sinha issued a firm warning to revenue officers on Friday regarding the implementation of orders from senior revenue courts. The Deputy CM emphasized that non-compliance with directives issued by higher revenue courts will not be tolerated under any circumstances.
Seven-Day Implementation Deadline and Digital Tracking Mandate
Sinha specifically directed that all such judicial orders must be executed within a strict timeframe of seven days from their issuance. Furthermore, he mandated that the status of these implementations must be promptly updated on the Revenue Case Management System (RCMS) portal, ensuring digital transparency and accountability in the process.
The Deputy CM stressed that cases involving government land and state interests require priority handling, underscoring the administration's commitment to protecting public assets and ensuring timely justice delivery.
Principal Secretary Clarifies Consequences of Violations
Reinforcing the Deputy CM's directives, the department's Principal Secretary, C K Anil, circulated an official letter to all revenue officers across the state. The communication clearly stated that violation of judicial discipline constitutes serious administrative misconduct.
Anil warned that strict disciplinary action would be taken against circle officers found guilty of disregarding judicial orders. This clarification comes amid concerns about deliberate delays in implementing quasi-judicial revenue orders passed by Additional District Magistrates (land reforms).
Connection to Saat Nischay-3 and Ease of Living Initiative
The principal secretary highlighted the connection between these directives and the state government's Saat Nischay-3 program (2025–30), which was implemented from December 16, 2025. Under the seventh pillar of this initiative, titled 'Ease of Living', the administration has committed to ensuring that citizens receive quick, transparent, and timely justice without unnecessary procedural delays.
Anil's letter also referenced Chief Minister Nitish Kumar's ongoing Samridhi Yatra and the land-reforms public welfare dialogue conducted by Deputy CM Sinha, noting that several circle officers had been identified as deliberately delaying or attempting to render ineffective the quasi-judicial revenue orders.
Structural Framework and Monitoring Mechanisms
The communication elaborated on the judicial framework within which revenue officers operate, noting that circle officers function as primary revenue courts and are vested with judicial powers under various legislative acts. As the appellate authority for orders passed by district collectors, the divisional commissioner will monitor compliance with revenue-court directives to uphold the dignity and judicial discipline of these courts.
According to the instructions issued, circle officers will bear full responsibility for the protection and security of government land within their respective jurisdictions, further emphasizing their accountability in matters of public property.
