Bihar CM Nitish Kumar Unveils Ambitious Saat Nishchay-3 Program for State's Transformation

In a significant address to the Bihar Legislative Assembly on Thursday, Chief Minister Nitish Kumar declared that the implementation of the Saat Nishchay-3 program will propel the state into a new era of accelerated development. He confidently stated that this initiative will enable Bihar to "join the group of top states" in India within the next five years, contributing substantially to the nation's overall growth trajectory.

Government's Vision for Accelerated Growth

While delivering the government's official response to the House debate on the governor's address, which commenced on Tuesday, CM Kumar elaborated on his vision. "The state will make new strides following the implementation of the components of the Saat Nishchay-3 programme," he asserted. "It will have accelerated growth during the next five years and eventually join the group of top states, whose number is not big, and thereby, also contribute to the country's growth."

The Chief Minister provided a comprehensive historical context, noting that Saat Nishchay-1 was implemented from 2015 to 2020, followed by Saat Nishchay-2 from 2020 to 2025. He highlighted that these earlier phases have already strengthened Bihar's infrastructure significantly, including:

  • Extensive road construction projects
  • Development of mega, medium, and small bridges
  • Universal household electrification

Additionally, Kumar pointed to notable progress in multiple sectors over recent years, such as agriculture, healthcare, education, women's empowerment, teacher recruitment, youth employment opportunities, government job creation, and enhanced allocations under various social security schemes.

Seven-Pronged Strategy for Comprehensive Development

The Chief Minister outlined the seven core components of the Saat Nishchay-3 program, which form a comprehensive strategy for Bihar's transformation:

  1. Economic Empowerment: Doubling people's income by creating jobs for one crore youths and promoting women's economic activities through the Mahila Rojgar Yojana.
  2. Industrial Growth: Attracting investors through attractive incentives to accelerate industrialization and build a stronger economic foundation.
  3. Agricultural Advancement: Implementing the fourth agriculture roadmap to boost farming and allied activities.
  4. Educational Infrastructure: Developing robust school and higher education systems across the state.
  5. Healthcare Enhancement: Converting district hospitals into superspecialty facilities and increasing the number of medical colleges and hospitals.
  6. Infrastructure Development: Strengthening connectivity through expressways and two-lane rural roads.
  7. Governance Improvement: Ensuring 'ease of living' through responsive and efficient administration.

"The implementation of the Saat Nishchay-3 programme will take the state to another level and new milestones will be set," Kumar emphasized. "We have been doing work for all sections and the programme will benefit all the sections."

Two Decades of Progress and Future Collaboration

During his assembly address, the Chief Minister presented a detailed account of his government's achievements over the past twenty years across various fields, including the provision of government and private employment opportunities and the creation of work programs.

Kumar also acknowledged the support from the central government, noting that "the Centre, too, is supporting the state govt." He mentioned Prime Minister Narendra Modi's periodic visits to launch projects in Bihar and recalled specific announcements made for the state by Union Finance Minister Nirmala Sitharaman in the 2024-25 and 2025-26 Union budgets.

The Saat Nishchay-3 program represents a strategic blueprint for Bihar's future, aiming to build upon previous successes while addressing contemporary challenges through targeted interventions across key development sectors.
