The district administration of Shimla has initiated a focused, time-bound campaign to rid its areas of stray animals. The drive, which commenced recently, aims to achieve this goal by the first day of the new year, January 1.

Drive Details and Shelter Capacity

Deputy Commissioner Anupam Kashyap, while chairing a key meeting on Monday, outlined the plan. The core action involves shifting all stray animals found within the district to nearby gaushalas, or cow shelters. This decision follows a concrete survey conducted by the animal husbandry department, which pinpointed 272 stray animals currently roaming in Shimla district.

Officials confirmed that the existing network of cow shelters in Shimla has a total capacity to house approximately 3,500 animals. Presently, these facilities are already providing shelter to about 2,500 animals, leaving a significant number of spots available for the new arrivals from the streets.

Appeal to Owners and Implementation Strategy

Deputy Commissioner Kashyap made a heartfelt appeal to citizens who have abandoned their livestock. He emphasized that livestock is a valuable heritage and should not be left to fend for themselves. Stray animals face severe hardships during the harsh winter months and are a known cause of dangerous road accidents, posing a risk to both themselves and commuters.

To ensure the drive is executed effectively, the administration will hold coordination meetings with all Sub-Divisional Magistrates (SDMs) and urban local bodies via video conferencing. Furthermore, field officials like patwaris and panchayat secretaries have been instructed to report any cases of stray animals promptly to the authorities.

Strict Action Against Irresponsible Owners

The administration has also issued a stern warning against the practice of abandoning animals. It has been clarified that strict legal action will be taken against individuals who abandon their animals after removing identification tags. This measure is intended to deter negligence and promote responsible ownership among the people of Shimla.
