Parliament Session Resumes with Key Legislative and Political Developments

The penultimate week of the Budget session commenced on Monday, with both the Lok Sabha and Rajya Sabha reconvening at 11 am. Proceedings had been adjourned on Thursday last week, followed by a break on Friday for Eid celebrations. This phase of the session is poised for significant legislative action and potential political disruptions.

Finance Bill and Corporate Laws Amendment on the Agenda

Finance Minister Nirmala Sitharaman is scheduled to move the Finance Bill, 2026, for consideration in the Lok Sabha. This bill aims to implement the central government's financial proposals for the fiscal year 2026-2027. Additionally, Sitharaman will introduce the Corporate Laws (Amendment) Bill, 2026, which seeks to amend the Limited Liability Partnership Act, 2008, and the Companies Act, 2013. The session follows the presentation of the Union Budget on February 1, a rare Sunday occurrence, and is set to conclude on April 2.

Opposition Challenges and Motions

The opposition is expected to raise multiple concerns, potentially leading to disruptions. Key issues include:

  • Motion to Remove CEC Gyanesh Kumar: A motion submitted last week, signed by 193 MPs across both Houses, accuses Chief Election Commissioner Gyanesh Kumar of bias in favor of the ruling party. The notices, filed on March 12, list seven charges, including allegations of acting under the executive's influence and mass disenfranchisement through the SIR exercise.
  • LPG Shortage Concerns: Opposition members plan to highlight an alleged nationwide LPG shortage linked to the ongoing conflict in the Middle East.

Shiv Sena MP Naresh Mhaske commented, "Several bills will be introduced in the Parliament. Discussion on the Budget is underway. We will see what the opposition does. They never want the Parliament to function."

Ministerial Presentations and Committee Reports

Several ministers are slated to lay papers on the table of the Lok Sabha, including Gajendra Singh Shekhawat, Jayant Chaudhary, Shobha Karandlaje, Kirit Vardhan Singh, Sukanta Majumdar, and Harsh Malhotra. Key reports to be presented include:

  1. Report on Cyber Safety of Women: BJP MPs D Purandeswari and Shobhanaben Baraiya will present findings from the Committee on the Empowerment of Women, focusing on cyber crimes and safety in collaboration with the Ministry of Home Affairs and the Ministry of Electronics and Information Technology.
  2. Standing Committee on Housing and Urban Affairs: TDP MP Magunta Sreenivasulu Reddy and YSRCP MP Gumma Thanuja Rani will detail the government's final actions on previous recommendations, including evaluations of the Pradhan Mantri Awas Yojana (Urban).

Additional Parliamentary Business

Other notable activities include:

  • MoS (Finance) Pankaj Chaudhary will address government actions on MSME credit flows, insurance sector regulation, and Demands for Grants for 2025-26.
  • MoS (Corporate Affairs) Harsh Malhotra will present action taken on previous committee recommendations regarding Demands for Grants for 2024-25.
