Government Clears Path for Women's Reservation Implementation from 2029
In a significant move, the Union Cabinet on Wednesday approved draft bills to amend the women's reservation law, setting the stage for Parliament to enact legislation that will implement 33% reservation for women in the Lok Sabha and state assemblies starting from 2029.
Three Key Bills to Be Introduced in Special Session
The approved draft bills will be introduced during the special Parliament session commencing on April 16. According to sources, three separate bills will be presented:
- The Constitution (131st Amendment) Bill
- The Delimitation Bill
- A separate legislation to extend reservation for women in Union Territories with legislative assemblies
Major Changes in Parliamentary Representation
The proposed amendments will bring about substantial changes to India's parliamentary structure:
- The total number of Lok Sabha seats will increase from the current 543 to 816
- Out of these, 273 seats will be specifically reserved for women
- Reservation will be implemented on a "vertical basis," ensuring allocation of seats for Scheduled Castes and Scheduled Tribes within the women's quota
Accelerated Timeline for Implementation
The Nari Shakti Vandan Adhiniyam, which provides for one-third reservation to women in Lok Sabha and state assemblies, was passed in 2023. Originally, the law was expected to come into effect after the completion of delimitation based on the 2027 Census, potentially delaying implementation until 2034.
However, in a crucial development, officials familiar with the matter have revealed that the redrawing of Lok Sabha constituencies will now be based on the 2011 Census rather than waiting for the proposed 2027 Census. This strategic decision significantly accelerates the implementation timeline.
Delimitation Process and Commission Formation
While the Constitution amendment bill will modify the Nari Shakti Vandan Adhiniyam, the delimitation bill will establish a delimitation commission tasked with redrawing boundaries for both Lok Sabha and state assembly constituencies. A similar exercise will be conducted for state assemblies, where seats will be reserved on a pro-rata basis.
Implementation Schedule and Impact
Once Parliament approves the bills, the proposed laws will come into force after March 31, 2029. The reservation will be implemented starting with the 2029 Lok Sabha elections and simultaneous assembly elections in Odisha, Arunachal Pradesh, Sikkim, and Andhra Pradesh.
This development marks a historic step toward gender parity in Indian politics, potentially transforming the composition of legislative bodies across the country.
