SRA Cancels Tender for Rs 305 Crore Annabhau Sathe Memorial in Mumbai
The Slum Rehabilitation Authority (SRA) has officially scrapped the tender for the ambitious Rs 305 crore international memorial dedicated to Lokshahir Annabhau Sathe in Ghatkopar, Mumbai. This decision comes just days after the tender was initially floated, with authorities citing significant changes to the original plan and certain technical hurdles that need to be addressed.
Major Plan Revisions and Statue Height Increase
According to SRA officials, the project will undergo substantial modifications before fresh tenders are invited next month. The most notable change involves increasing the height of Annabhau Sathe's statue from the originally planned 11 meters to an impressive 25 meters. This adjustment responds to community requests and aims to create a more monumental tribute to the celebrated Dalit poet and social reformer.
"There are some changes in the plan," confirmed an SRA official. "We are increasing the height of Annabhau Sathe's statue from 11 meters to 25 meters. The project phases have also been restructured to address pending clearances."
Project Restructuring and Phase Splitting
The memorial project, located in Chirag Nagar, represents Mumbai's first hybrid initiative combining a cultural memorial with slum rehabilitation through a cluster redevelopment scheme. The original plan included:
- Two statues of Annabhau Sathe
- A comprehensive library and research center
- A multi-purpose hall and drama theater
- Modern housing for local residents
Officials have now decided to split the project into separate phases. Phase 1, which involves 220 residential units with completed eligibility documentation, will proceed independently. Phase 2, comprising 333 units, remains pending due to a required No Objection Certificate from the Indian Navy. This strategic division aims to expedite the memorial's construction while ensuring proper rehabilitation for eligible residents.
Political Support and Community Focus
During a crucial SRA meeting on April 10, Chief Minister Devendra Fadnavis approved the allocation for the Sahityaratna Lokshahir Anna Bhau Sathe International Memorial and directed authorities to accelerate its completion. The Chief Minister specifically instructed the SRA to ensure that ineligible slum dwellers affected by the project receive appropriate housing under Mumbai's rental housing policy, demonstrating the government's commitment to both cultural preservation and social welfare.
SRA CEO Mahindra Kalyankar elaborated on the revised approach: "There are some changes of plans based on requests from the community, like increasing the height of Annabhau Sathe's statue. We are splitting the project phases to ensure timely completion while maintaining our commitment to building a world-class memorial alongside proper rehabilitation of slum dwellers."

Tukaram Bhaurao Sathe, popularly known as Anna Bhau Sathe, remains a towering figure in Maharashtra's cultural and social history. Recognized as a founding father of Dalit Literature, Sathe played a vital role in the Samyukta Maharashtra Movement while using folkloric narrative styles like powada and lavani to make his work accessible across communities. His international recognition was further cemented in 2022 when a statue was installed at the Margarita Rudomino All-Russia State Library for International Literature in Moscow.
The revised memorial project continues to honor this legacy while addressing practical implementation challenges. By combining cultural preservation with urban development, the initiative represents a innovative approach to public memorials in India's financial capital.
