MCD Standing Committee Completes Retirement Process via Lottery Draw
New Delhi: The Municipal Corporation of Delhi (MCD) standing committee concluded a significant procedural step on Tuesday by retiring nine of its members through a randomized draw of lots. This move, however, was immediately met with legal challenges from several Aam Aadmi Party (AAP) councillors, who raised questions about the validity and procedural integrity of the session.
Composition Changes and Election Timeline
Of the 18-member standing committee, six representatives from the Bharatiya Janata Party (BJP) and three from AAP were retired through this process. Elections to fill the six seats vacated from specific zones will be conducted in May within those respective areas. The remaining three seats will be filled through elections held by the full MCD House.
Previously, the committee consisted of 11 BJP members and seven AAP members, highlighting the shift in composition resulting from this retirement exercise.
Detailed List of Retired Members and Zones
The members retired from their zonal positions include:
- Rajpal Singh (Sriniwaspuri) from Central zone
- Anju Devi (Pooth Khurd) from Narela zone
- Neema Bhagat (Geeta Colony) from Shahdara South zone
- Indrajeet Sehrawat (Mahipalpur) from Najafgarh zone
- Shikha Bhardwaj (Saraswati Vihar) from Keshavpuram zone
- Ankush Narang (Ranjeet Nagar) from Karol Bagh zone (AAP councillor)
All except Ankush Narang are BJP councillors. Elections for these six seats are scheduled for May.
Additionally, three other members were retired:
- Mohini Jinwal (Sunder Nagri) from AAP
- Mohd Aamil Malik (Sri Ram Colony) from AAP
- Pankaj Luthra (Jhilmil) from BJP
All three belong to the Shahdara North zone. Elections for these seats will be conducted during the next House meeting in April, coinciding with the polls for mayor and deputy mayor positions.
Political Implications and House Dynamics
Currently, the BJP holds a majority in all five zones from which its members were retired. AAP maintains a majority in the Karol Bagh zone, which could facilitate the party's efforts to retain that particular seat. However, given the BJP's overall majority in the 250-member MCD House, AAP may encounter significant challenges in reclaiming its two other seats.
The current composition of the MCD House includes 123 BJP councillors, 100 from AAP, 15 from the Indraprastha Vikas Party, nine from Congress, and one independent member, with one seat currently vacant.
Operational Impact and Committee Procedures
With 50% of the standing committee members now retired, the committee will not convene again until elections for the vacant seats are completed and a new standing committee chairperson is elected. This hiatus means that pending agendas requiring approval will remain on hold. In cases of urgency, however, the current chairperson, Satya Sharma, retains the authority to grant anticipatory approval until a successor is formally elected.
Chairperson Sharma emphasized that with the induction of new members, the committee remains dedicated to prioritizing public welfare and serving the best interests of Delhi's citizens.
Controversy and Legal Challenges
The retirement process unfolded amidst vocal protests from AAP councillors, who argued that the proposal to conduct the draw had not been formally approved and that minutes from previous standing committee meetings had not yet been confirmed. "In the given circumstances, the entire process is invalid," stated AAP councillor Parveen Kumar, who submitted a formal dissent note addressing these concerns.
Officials countered these claims, maintaining that the participation of all elected members, including those from AAP, in the proceedings demonstrated that due process was followed and the agenda was properly approved.
In his dissent note to the standing committee chairperson, Kumar also highlighted alleged irregularities within the town vending department and decisions made without prior approvals, which he contends violate provisions of the MCD Act.
