On June 3, 2014, Gopinath Munde, a 64-year-old popular Other Backward Class (OBC) leader from Maharashtra, was preparing to catch a morning flight to Mumbai. He had taken oath as a minister just days earlier. In a decision that would later become a point of investigation, Munde had asked his security personnel not to accompany him from his official residence at 21, Lodhi Estate to the airport, as confirmed by Delhi Police reports.
The minister was seated in the passenger seat of a Maruti Suzuki SX4, with only two other individuals in the vehicle: his driver, Virender Kumar, and his assistant personal secretary, Surendra Nair. As the car moved along Prithviraj Road towards Safdarjung Road, disaster struck at the Aurobindo Marg-Prithviraj Road crossing at approximately 6:40 AM.
The Collision and Immediate Aftermath
A speeding Tata Indica rammed into Munde's car at the intersection. Despite the SX4 sustaining only minor dents, the Indica—which police estimated was traveling at over 90 kilometers per hour—was severely mangled at the front. Munde was rushed to the AIIMS trauma center in his own vehicle, where he was declared dead upon arrival.
The post-mortem report revealed that the minister had died from shock and hemorrhage following injuries to his neck and liver. The driver of the Indica, 32-year-old Gurvinder Singh, was arrested at the scene. He was granted bail the same day on a bond of Rs 30,000 with an equal amount as surety.
Comprehensive Investigation and Findings
Delhi Police immediately launched a thorough investigation, forming a special team led by then Deputy Commissioner of Police SBS Tyagi. The investigation sought technical assistance from prestigious institutions including IIT Delhi, the Center for Road Research, and the Institute of Road Traffic Education to analyze the accident's circumstances.
The case was subsequently transferred to the Central Bureau of Investigation (CBI) for an independent and exhaustive inquiry. After meticulous scrutiny of all possible leads and angles—including verifying the antecedents and movements of suspects and all individuals associated with the minister—the CBI reached a definitive conclusion.
CBI's Final Verdict: Ruling Out Conspiracy
In its comprehensive report, the CBI categorically ruled out any foul play or criminal conspiracy in Munde's death. The agency filed a chargesheet against Gurvinder Singh under sections 304A (causing death by negligence) and 279 (rash and negligent driving) of the Indian Penal Code, corroborating the initial findings of the Delhi Police.
"A thorough scrutiny of all possible leads and angles was conducted," stated the CBI report. "The antecedents and movements of suspects and all people associated with the minister were verified. The probe has ruled out foul play, and it has been concluded that Munde died as a result of injuries sustained in the accident."
