He further clarified the scope of privacy rights. Personal finances, relationships, and private life of any individual fall under legal privacy guarantees. No person or authority can infringe upon this right except as permitted by law.
Restraint and Procedure for Members
The Speaker outlined expectations for Assembly members. He urged them to exercise restraint in their remarks. Members should avoid making defamatory statements or comments that undermine anyone's dignity and reputation.
Gaonkar also highlighted procedural requirements. When seeking information, members must clearly cite the specific provision of the Rules of Procedure and Conduct of Business. This ensures proper parliamentary conduct during discussions.
Opposition Challenges the Speaker's Ruling
In response, St Andre MLA Viresh Borkar voiced strong opposition. He argued that many matters reach courts precisely because the government fails to address public concerns. Borkar expressed frustration that the government often avoids answering questions by citing sub judice status.
The opposition MLA directly addressed the Speaker. He requested a formal ruling on his point of order. Borkar insisted that the opposition must have an opportunity to raise critical issues, regardless of court proceedings.
