The Election Commission of India has taken a firm stance against procedural lapses in electoral roll management by issuing comprehensive guidelines for strict disciplinary action against Booth Level Officers. New Disciplinary Framework for Electoral Officials
In a significant move to ensure electoral transparency, the Election Commission has directed Chief Electoral Officers of all states and Union territories to implement stringent disciplinary protocols. The guidelines specifically target Booth Level Officers who demonstrate dereliction of duty, negligence, misconduct, or willful non-compliance with established electoral procedures.

The newly established protocol mandates that District Election Officers must immediately suspend any BLO found responsible for actions or omissions that compromise electoral roll accuracy, integrity, or credibility. Following suspension, the DEO must recommend departmental proceedings to the concerned disciplinary authority for further action.
The guidelines clearly state that "such recommendations shall be promptly acted upon by the concerned disciplinary authority, with action communicated within six months." This timeline ensures accountability and prevents unnecessary delays in addressing electoral irregularities.
Criminal Proceedings for Serious Misconduct
For cases involving criminal misconduct, the Election Commission has authorized District Election Officers to file First Information Reports against errant Booth Level Officers. This action requires approval from the Chief Electoral Officer as stipulated under Section 32 of the Representation of the People Act, 1950.
The commission has empowered Chief Electoral Officers at the state and Union territory levels to initiate action either independently or based on reports from District Election Officers and Electoral Registration Officers. These actions may include suspension followed by disciplinary proceedings or registration of FIRs as appropriate.

A senior Election Commission official explained the rationale behind these strict measures, noting that "the ECI issued such strict guidelines because they do not want any casual approach or mistake in this stage of the Special Intensive Revision process." The official further emphasized that "BLOs, who are the main lifeline of the process, should remain alert" during this critical electoral preparation phase.
