Chhattisgarh Chief Minister Presents Comprehensive Bastar 2.0 Development Plan to Prime Minister Modi
In a significant meeting held in New Delhi on Tuesday, Chhattisgarh Chief Minister Vishnu Deo Sai called on Prime Minister Narendra Modi to present a detailed and ambitious "Bastar 2.0" development blueprint. This comprehensive plan aims to fundamentally transform the Bastar region through a multi-pronged approach focusing on infrastructure enhancement, tourism promotion, startup incubation, and innovation-driven growth.
Infrastructure and Connectivity as Core Pillars
The Chief Minister outlined a robust roadmap centered on improving connectivity and expanding social infrastructure to boost livelihoods across Bastar. Key infrastructure proposals include the construction of 228 new roads and 267 bridges, with a target to complete all pending works under the Pradhan Mantri Gram Sadak Yojana (PMGSY) by 2027. Additionally, the state government has submitted proposals for 61 additional projects to the Central government, seeking special assistance to accelerate development.
Other critical infrastructure initiatives under Bastar 2.0 encompass:
- Achieving universal electrification across the region
- Expanding primary healthcare facilities to ensure better medical access
- Constructing transit hostels for doctors serving in remote areas
- Upgrading 45 existing 'porta cabin' schools into permanent buildings
- Developing 15 stadiums and two multi-purpose halls to promote youth engagement
Agricultural and Livelihood Enhancement Strategies
The development blueprint places strong emphasis on strengthening Bastar's agrarian base and generating sustainable livelihoods. Two major irrigation projects on the Indravati river at Deurgaon and Matnar are expected to bring nearly 31,840 hectares under irrigation, significantly boosting agricultural productivity in the region.
Perhaps the most ambitious target of Bastar 2.0 is doubling household incomes within three years. The state aims to increase monthly earnings for a majority of families from approximately Rs 15,000 to Rs 30,000 by 2029 through comprehensive livelihood programs.
Governance Reforms and Entrepreneurship Development
Chief Minister Sai highlighted several governance initiatives designed to ensure last-mile delivery of government services. The 'Niyad Nellanar 2.0' program will be expanded to more districts, while the 'Bastar Munne' (pioneering Bastar) initiative will organize camps in every gram panchayat to provide on-the-spot access to welfare schemes and grievance redressal mechanisms.
To foster entrepreneurship and innovation, the state has formulated a dedicated startup policy under 'Anjor Vision 2047' with the goal of nurturing 5,000 startups by 2030. This initiative aims to create a vibrant entrepreneurial ecosystem in Bastar, leveraging local talent and resources.
Tourism and Skill Development Initiatives
Tourism has been identified as another major pillar of the Bastar transformation plan. The blueprint includes projects to upgrade key destinations such as Chitrakote and Tirathgarh waterfalls and Kanger Valley National Park. Adventure tourism initiatives like a canopy walk and glass bridge are also in the pipeline, along with cultural events such as Bastar Olympics and Bastar Pandum to reposition the region's image.
Skill development remains a priority, with officials noting that more than one lakh youth have already been trained under various programs, resulting in approximately 40,000 job placements.
Invitation to Prime Minister and Future Prospects
Chief Minister Sai credited the Central government's support for restoring peace in Bastar and stated that the region is now poised for a new phase of development. He extended a formal invitation to Prime Minister Modi to visit Bastar after the monsoon season, suggesting that such a visit could fast-track key projects and mark the beginning of a "new growth phase."
Among the major projects proposed for launch during the Prime Minister's potential visit are:
- The Rowghat–Jagdalpur railway line
- Expansion of Jagdalpur airport
- A super-specialty hospital
- A medical college in Dantewada
- Education hubs in Jagargunda and Orchha
The Chief Minister emphasized that the Bastar 2.0 vision builds on the idea of transforming the region into a hub of peace and progress. With the decline of left-wing extremism, Bastar is witnessing a significant shift from an atmosphere of fear to one of opportunity and growth potential.
