Chandigarh Deputy Commissioner Reviews Electoral Roll Revision Preparations
Chandigarh: The District Election Officer-cum-Deputy Commissioner for the Union Territory of Chandigarh, Nishant Kumar Yadav, chaired a crucial meeting on Wednesday to review and accelerate preparations for the upcoming Special Intensive Revision (SIR) of the Electoral Roll in the Chandigarh parliamentary constituency. This initiative is being conducted in strict compliance with the directions issued by the Election Commission of India.
The SIR is scheduled to commence from April 2026. Expressing serious concern over the tight timelines and the absolute necessity for a flawless electoral database, Deputy Commissioner Yadav emphasized that any delay or inaccuracy at this critical stage will directly impact the integrity and reliability of the electoral roll. He directed all officers to treat the preparatory work as a matter of utmost priority and ensure its time-bound, error-free completion.
Foundation of Free and Fair Elections
Underscoring the paramount importance of an inclusive and transparent electoral process, the Deputy Commissioner stated, "A clean, updated, and authentic electoral roll is the foundation of free and fair elections, and there can be no compromise on its quality." He highlighted that public trust in the democratic process hinges on the accuracy of voter lists.
Key Directives Issued During the Meeting
The meeting resulted in several key operational directives to ensure the SIR's success:
- Elector Mapping: Noting that current mapping stands at only 71% (as of March 16, 2026), the Deputy Commissioner expressed significant concern. He directed all Assistant Electoral Registration Officers (AEROs) to achieve 100% mapping immediately without any exceptions.
- Disposal of Forms: All pending voter registration and correction forms must be cleared within a strict 2–3 day window, with rigorous monitoring at each administrative level to prevent backlogs.
- Data Quality Drive: A special campaign to eliminate gibberish entries and non-standard photographs from the electoral database is to be completed on a priority basis to enhance data integrity.
- Polling Station Rationalisation: AEROs have been directed to submit their proposals for polling station rationalisation within 2–3 days. This aims to ensure better accessibility and improved voter convenience.
- Manpower Deployment: Adequate manpower and volunteers will be arranged by the designated Nodal Officer (Manpower). All departmental requirements must be submitted immediately to facilitate smooth deployment.
- Capacity Building: A comprehensive training programme for Electoral Registration Officers (EROs), AEROs, Booth Level Officers (BLOs), BLO Supervisors, and BLA officials will be conducted shortly. This is to ensure a uniform understanding and precise execution of SIR protocols.
- Material Readiness: While all essential materials are reportedly available, any additional requirements must be flagged without delay. The printing of Enumeration Forms will be coordinated through the Nodal Officer (Material Management).
- SVEEP & Awareness: A robust Systematic Voters' Education and Electoral Participation (SVEEP) plan is to be rolled out immediately. Special emphasis will be placed on digital outreach tools, including the ECINET platform, Voter Helpline 1950, and the "Book a Call with BLO" facility.
- Media & Outreach Strategy: A comprehensive communication plan involving banners, posters, radio jingles, SMS campaigns, and advertisements will be launched shortly to maximize public awareness.
- Social Media Monitoring: The Deputy Commissioner expressed concern over the spread of misinformation. He directed strict vigilance and prompt action against fake or misleading electoral content. The social media monitoring team will be strengthened for the regular dissemination of authentic, verified information.
- 24×7 Support Systems: The State Contact Centre (1950) and the dedicated BLO Help Desk will function round the clock during the entire SIR period to provide seamless assistance to citizens.
Appeal for Public Participation
The District Election Officer-cum-Deputy Commissioner made a strong appeal to the citizens of Chandigarh, highlighting that public participation is absolutely critical for the success of the SIR. Citizens are urgently requested to:
- Verify and update their voter details promptly.
- Ensure their photograph and address in the electoral roll are correct.
- Report any duplicate entries, shifted voters, or deceased persons on the rolls.
- Utilize digital facilities such as the ECINET App, Voter Helpline 1950, and the "Book a Call with BLO" service for convenience.
For assistance, citizens may contact the State Contact Centre at 1950 (available 24×7) or reach out directly to their respective Booth Level Officer (BLO).
Reiterating his concerns, Deputy Commissioner Yadav appealed to all stakeholders—including political parties, media organizations, and the general public—to extend their full cooperation and support. He stated that the ultimate credibility of the electoral process depends on collective responsibility and timely, decisive action from every quarter.
