BJP Unveils Comprehensive Manifesto for Assam Assembly Elections, Focusing on Security and Development
In a significant move ahead of the Assam assembly elections, the Bharatiya Janata Party (BJP) on Tuesday revealed its manifesto, making a bold pledge to implement the Immigrants (Expulsion from Assam) Act, 1950. This act is aimed at accelerating the detection and deportation of illegal migrants and reclaiming all encroached land in the state. The manifesto, which contains 31 detailed promises, was formally released by Union Finance Minister Nirmala Sitharaman in Guwahati, with Chief Minister Himanta Biswa Sarma outlining the party's vision for a secure and prosperous Assam.
Strengthening Assam's Security and Identity
Under the banner of Surakshita Asom, the BJP manifesto emphasizes protecting Assam's civilizational identity by securing indigenous land and heritage. Chief Minister Himanta Biswa Sarma highlighted that the 1950 act empowers deputy commissioners to expel illegal foreigners within 24 hours, a tool the party plans to use daily to push back what he termed Bangladeshi infiltrators. This commitment is part of a broader strategy to safeguard the state's demographic and cultural fabric.
The Immigrants (Expulsion from Assam) Act, 1950, though short-lived historically—halted just two days after implementation following intervention by then Prime Minister Jawaharlal Nehru—has been revived by the current BJP-led state government. Last year, the Supreme Court confirmed its validity, allowing it to serve as an independent instrument for expelling infiltrators without the lengthy legal processes involving foreigners' tribunals and courts. The state cabinet has established a standard operating procedure (SOP) for deputy commissioners and senior superintendents of police, requiring suspected individuals to provide proof of citizenship within 10 days, failing which expulsion orders can be issued under Section 2 of the act, with removal mandated within 24 hours via specified routes.
Aligning with Core Ideological Planks
The manifesto aligns closely with the BJP's core ideological themes, including pledges to introduce a uniform civil code (UCC)—excluding Sixth Schedule areas and tribal communities—and to formulate laws against love jihad and land jihad. These measures are framed as efforts to protect Assamese identity and ensure social harmony. Additionally, the party promises land rights for indigenous citizens and vows to safeguard Assam's spiritual and cultural institutions, reinforcing its focus on preserving local heritage.
Economic and Infrastructure Development Promises
Positioning Assam as India's Eastern Gateway, the BJP has committed to a massive ₹5 lakh crore investment to enhance connectivity. This includes developing Gati Shakti cargo terminals, establishing 10 mini logistics parks, creating an air cargo hub in Guwahati, and setting up river logistics hubs at Bogibeel, Pandu, and Jogighopa. The party aims to leverage inland waterways under the Maritime India Vision 2030 to expand trade and regional linkages, boosting economic growth.
To address perennial flooding, a ₹18,000 crore Badh Mukt Assam Mission has been announced, focusing on embankment rebuilding, riverbank stabilization, and dredging of National Waterway 2. The BJP also sets ambitious economic targets, aiming to double Assam's economy to $150 billion by 2031 and scale it up to $300 billion by 2036, reflecting a vision for long-term prosperity.
Welfare and Social Initiatives
Employment and education feature prominently in the manifesto, with promises of two lakh government jobs, startup support, and financial aid of up to ₹5 lakh for 10 lakh youth. The party pledges free education from kindergarten to post-graduation for poor families, hiring 70,000 new teachers, and establishing an Education City with global partnerships to elevate educational standards.
Women's empowerment is addressed through initiatives like increasing Orunodoi aid to ₹3,000, creating 40 lakh Lakhpati Baideos under the Mahila Udyamita Abhijan scheme, and promoting women-run community canteens. Farmers are promised subsidies for tractors and tillers, minimum support price (MSP) top-ups, and support for dairy and fisheries sectors.
Tea garden families are assured land pattas, housing, and wage hikes, while tribal communities are offered constitutional status for their councils and inclusion of six communities in the Scheduled Tribe (ST) and Other Backward Class (OBC) lists. Health infrastructure will be bolstered with a ₹50,000 crore Assam Swasthya Utkarsha Abhijan, advanced cancer treatment facilities, and a One District, One University initiative to expand higher education access.
Contrasting with Political Rivals
Finance Minister Nirmala Sitharaman, during the manifesto release, contrasted the BJP's plans with the Congress's record, describing the document as reflective of a decade of transformation under BJP rule. She emphasized that the manifesto outlines a comprehensive roadmap for Assam's future, blending security measures with developmental and welfare schemes to cater to diverse segments of society.
