Telangana High Court Sentences Revenue Officer to Jail for Contempt in Land Case

The Telangana High Court has delivered a stern verdict, sentencing Koppula Venkat Reddy, the Revenue Divisional Officer-cum-Land Reforms Tribunal of Rajendranagar Mandal in Ranga Reddy district, to one month of simple imprisonment and imposing a fine of ₹2,000. The court found him guilty of contempt for blatantly disobeying judicial orders in a protracted land dispute.

Longstanding Legal Battle Over 74 Acres

Justice CV Bhaskar Reddy pronounced the order on Thursday, addressing a contentious case involving 74 acres of land at Peddashapur village, located near Shamshabad. The dispute has deep historical roots, tracing back to 1977 when the land reforms tribunal initially classified the property as ceiling land. However, the petitioner, Nawab Mohd Yousufuddin Khan, has consistently maintained that the land is private patta property.

After navigating through various civil courts, the matter was eventually remanded back to the tribunal for a fresh adjudication. This set the stage for the recent legal confrontation.

Failure to Comply with Court Directives

The current contempt proceedings were initiated due to the RDO's failure to dispose of the case in a timely manner. Despite reserving the matter for orders in November 2024, no decision was forthcoming. In response, a petition was filed challenging this undue delay.

In February 2025, the High Court intervened, directing the RDO to pass appropriate orders within a strict six-week deadline. However, the official disregarded this directive, prompting the filing of a contempt petition.

Flawed Order and Judicial Rebuke

Even after receiving contempt notices, the RDO remained unresponsive until he was summoned to appear before the court in February 2026. It was only after this summons that he finally issued an order on the dispute. However, the High Court scrutinized this order and found it to be severely deficient.

Justice Bhaskar Reddy criticized the RDO's order, noting that it lacked proper reasoning and contained conclusions that were inconsistent and contradicted the existing records. The judge emphasized that when a matter is remanded for reconsideration, the authority must handle it with diligent application of facts.

Consequences and Administrative Action

In addition to the contempt sentence, the court took serious note of the RDO's conduct. To ensure fair and impartial adjudication of the land dispute, Justice Bhaskar Reddy directed the Ranga Reddy district collector to withdraw the matter from Koppula Venkat Reddy and entrust it to another competent Revenue Divisional Officer.

The court has suspended the imprisonment sentence for two weeks, allowing the convicted officer time to surrender before the Registrar (Judicial-I) of the High Court to undergo the prison term.

This ruling underscores the judiciary's commitment to upholding the rule of law and ensuring accountability among public officials, particularly in sensitive matters involving land rights and administrative delays.
