South Goa Implements Strict Tenant Verification for Enhanced Security

In a significant move to bolster public safety, South Goa District Magistrate Egna Cleetus has issued a comprehensive order making tenant identity verification mandatory across the district. The directive, which comes into effect from November 5, targets all landlords, hotel operators, and accommodation providers.

What the New Order Mandates

The ruling, enacted under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, requires a thorough check of government-issued identification documents. Acceptable IDs include Aadhaar cards, passports, and driving licenses. This regulation covers a wide spectrum of accommodations, from residential properties and paying guest facilities to hotels, guest houses, and even beach shacks.

Furthermore, the order places specific security obligations on nationalised banks. They are now required to deploy round-the-clock security guards at all ATMs and ensure the installation of CCTV cameras or electronic surveillance systems equipped with panic buttons.

Enforcement and Penalties for Non-Compliance

Deputy collectors and sub-divisional magistrates have been empowered to ensure strict adherence to these guidelines. Authorities are authorised to file First Information Reports (FIRs) against those who fail to comply. Violations will attract penalties under Section 223 of the Bharatiya Nyaya Sanhita, 2023.

This security directive is not a short-term measure. The order will remain in force until January 4, 2026, unless it is withdrawn earlier by the district administration. This long-term validity underscores the administration's commitment to maintaining a secure environment for residents and visitors in South Goa.
