Patna High Court Committee Approves Service Demands for Bihar Subordinate Court Employees

A high-powered committee of the Patna High Court has cleared long-pending service-related demands for employees working in subordinate courts across Bihar. The decisions, taken at a meeting held on Monday evening, include the grant of an additional annual increment and significant steps towards cadre restructuring and promotions.

Key Decisions and Approvals

The meeting was attended by senior judges, top officials from the finance and law departments, and representatives of the Bihar State Civil Court Employees’ Association. Association president Rajeshwar Tiwari confirmed that the committee approved an additional annual increment for all employees appointed on or after April 1, 2003.

On the critical issue of promotions, the panel directed the finance department to submit a comprehensive proposal within one month. This proposal will cover restructuring of existing posts, creation of new posts, cadre classification, and fixation of proportional representation for different categories. Once prepared, it will be placed before the committee for further consideration.

Compassionate Appointments and Grievance Redressal

The committee also approved appointments on compassionate grounds up to a ceiling of 15%. Applicants whose claims remain pending beyond this limit are advised to seek legal remedies. To ensure faster disposal of complaints, the grievance redressal committee has been reconstituted.

Future Review and Implementation

The high-powered panel will meet again after a month to review progress on promotions, cadre restructuring, pay-related issues, and other service matters. Welcoming the decisions, the association expressed hope that these measures would be implemented within the stipulated timeframe. They emphasized that timely resolution of employees’ demands is crucial for strengthening the functioning of the subordinate judiciary in Bihar.
