A Patna court on Thursday granted default bail to Manish Ranjan, the owner of the building housing a girls' hostel, in the high-profile case involving the alleged rape and subsequent death of a 17-year-old NEET student. The bail was granted upon furnishing bail bonds of Rs 25,000 along with two sureties of equivalent amount.
CBI's Failure to File Charge Sheet Within Mandatory Period
The relief was provided after the Central Bureau of Investigation (CBI) failed to submit its charge sheet within the mandatory 90-day period. This occurred despite a specific direction issued by the court on April 10, 2026, instructing the agency to complete the investigation within the stipulated timeframe. The court observed that the statutory period had expired without any charge sheet being filed and deemed the explanation provided by the investigating officer for the delay as unsatisfactory.

Special Judge (POCSO-cum-additional sessions judge) Rajeev Ranjan Raman recommended administrative scrutiny into the circumstances that led to the delay in filing the charge sheet. In his remarks, the judge stated, "The explanation offered does not satisfactorily disclose compelling reasons for non-compliance. However, at this stage, any conclusive finding on alleged collusion or intentional delay would be premature. Nevertheless, the matter warrants administrative scrutiny."

The case originated on January 9, 2026, when the 17-year-old girl from Jehanabad was discovered unconscious in her hostel room in Patna. She was later pronounced dead at a hospital.
