Ludhiana Police Thwarts Major Terror Plot

In a significant breakthrough, the Ludhiana Police on Thursday, November 21, 2025, claimed to have busted a dangerous gangster-terror module with alleged backing from Pakistan's Inter-Services Intelligence (ISI). The operation led to the arrest of two individuals following a dramatic exchange of fire in the city's Ladhowal area.

According to Ludhiana Police Commissioner Swapan Sharma, the accused were intercepted by a police team. Upon being surrounded, the suspects opened fire on the police party, prompting the officers to retaliate in self-defence. The ensuing shootout left both accused with gunshot wounds, with one of them sustaining critical injuries.

Arsenal Recovered Points to Major Conspiracy

The police successfully recovered a significant cache of weapons from the arrested individuals. The seized items included two Chinese 86P hand grenades, five pistols, and more than 40 rounds of cartridges. This recovery exposed the severe threat the module posed to public safety.

In an official post on social media platform X, the Ludhiana police stated that they had "...busted Pakistan’s ISI-backed multi-state gangster-terror module" and uncovered its links with the notorious Lawrence Bishnoi gang. An FIR has been registered at the Jodhewal police station under the stringent Explosives Act and Arms Act.

Links to Earlier Arrests and Broader Network

Commissioner Sharma revealed that this module was part of a larger network. The police had earlier arrested three people from Punjab, Haryana, and Bihar in connection with the same module. The two individuals injured in the recent encounter were allegedly tasked by their foreign-based handlers to carry out grenade attacks in Punjab to create widespread unrest.

"They were tasked to carry out grenade attacks by their foreign-based handlers to create unrest in Punjab. We are yet to establish the identity of the two who have been injured," Sharma said. He further disclosed that one of the three previously arrested accused is linked to Pawan, the brother of Harry, who was involved in the shooting outside actor Salman Khan's Mumbai residence.

Preliminary investigations indicate that the accused were in direct contact with handlers based abroad to coordinate the pickup and delivery of the consignment. Their alleged plan was to use the hand grenades to execute terror attacks in Punjab, specifically targeting government buildings and other sensitive locations to instigate tension in the state.

"The caller from Pakistan, using a virtual number, was handing out the tasks to create unrest in Punjab," the officer elaborated, confirming the ISI's direct involvement in handling the module. The police had laid a trap to apprehend the two accused when they were coming from the Basti Jodhewal side. The three accused held earlier had reportedly come to Ludhiana to hand over the grenades to the duo, who were then supposed to carry out the terror attacks.
