Contractor in Ludhiana Faces Legal Action After Violent Market Confrontation
A city-based contractor from Ludhiana has been taken into custody and subsequently released on bail following serious allegations of physical assault against vegetable market workers and issuing threats to a government official. The incident unfolded after the Punjab Mandi Board revoked his operating license due to complaints of overcharging vendors.
Contract Cancellation Sparks Escalating Tensions
The Punjab Mandi Board officially terminated the contract of Syed Raza Hussain, commonly referred to as "Raju," after receiving multiple allegations that his company was imposing excessive fees on vendors utilizing a local parking lot and market space. According to police documentation, the situation intensified dramatically when Hussain, despite his suspension, allegedly organized a group of associates to forcibly collect payments from resistant vendors at the market.
Official Complaint Details the Sequence of Events
Harinder Singh Gill, who serves as the secretary of the Market Committee for the Punjab Mandi Board, lodged the formal complaint against Hussain. The root of this dispute can be traced back to a competitive bidding process for the market's parking and vending contract. Although another company initially secured the winning bid for the 2025-26 period, Hussain managed to obtain a contract extension through a writ petition filed in the Punjab and Haryana High Court. However, this extension proved to be temporary and was swiftly overturned.
In his official report, Gill provided a detailed account: "A formal complaint regarding overcharging was submitted against Raju's company, and I was assigned to conduct the inquiry. The contract was suspended immediately after the investigative report was presented to senior officials on April 10." Authorities further allege that on April 11, merely one day after the suspension took effect, Hussain and his aides physically attacked market vendors who refused to comply with his payment demands. When Gill intervened to address the situation, Hussain allegedly redirected his aggression toward the official, issuing direct threats and actively obstructing his professional duties.
Confrontation Extends Beyond Market Premises
The confrontation reportedly expanded beyond the immediate market area. Hussain and his associates are accused of staging a protest outside Gill's office, where they raised slogans and created a disruptive environment. Additionally, the accused is reported to have uploaded multiple videos on social media platforms that disparaged both the Punjab Mandi Board and the state government. Hussain also called for a media gathering, during which he publicly accused Gill of soliciting bribes—an allegation that Gill has firmly and categorically denied.
Legal Charges and Police Investigation
The investigating officer, Assistant Sub-Inspector (ASI) Kuldeep Singh from the Basti Jodhewal police station, confirmed that Hussain, a resident of Bhora Colony, has been formally booked alongside several unidentified associates. The First Information Report (FIR) encompasses multiple sections under the Bharatiya Nyaya Sanhita (BNS), including:
- Section 115: Causing hurt voluntarily
- Section 132: Assault or criminal force to deter a public servant
- Section 221: Obstructing a public servant
- Section 308: Extortion
- Section 351 (3): Criminal intimidation
Hussain was presented before a local court and has since been released on bail. Police authorities are actively continuing their investigations to identify and apprehend his associates involved in the incident.
