Lucknow Police Commissionerate Falls Behind in Mobile Phone Recovery Efforts

Exclusive data obtained from the Central Equipment Identity Register (CEIR) has revealed a concerning trend: the Lucknow police commissionerate is significantly underperforming compared to numerous districts across Uttar Pradesh when it comes to recovering lost or stolen mobile phones. The analysis, which spans from September 13, 2019, to April 4, 2026, indicates that districts such as Sitapur, Barabanki, and Hardoi have achieved notably higher recovery rates than multiple zones within Lucknow.

Top Performers and Stark Contrasts in Recovery Efficiency

According to the CEIR data, Hathras district leads the state with an impressive recovery rate of 74.98%, closely followed by Kaushambi at 70.60%. Other districts demonstrating strong performance include Bulandshahr with a 64.70% recovery rate, Bareilly at 64.40%, and Rae Bareli at 63.50%. These figures highlight the efficiency of these districts in tracing and recovering mobile devices.

In stark contrast, the performance across Lucknow's policing zones remains comparatively weak. The data shows recovery rates as low as 17.5% in Lucknow North, with Lucknow West at 19%, Lucknow Central at 20.3%, Lucknow South at 24.9%, and Lucknow East performing slightly better at 27.2%.

Absolute Numbers Paint a Grim Picture for Lucknow

Examining the absolute numbers further underscores the recovery challenges in Lucknow:

  • Lucknow Central: Reported 4,205 traceable cases, with only 854 mobiles recovered, leaving 3,351 devices unrecovered.
  • Lucknow East: Recorded 3,553 traceable cases, resulting in 968 recoveries and 2,585 unrecovered devices.
  • Lucknow West: Out of 3,922 cases, 747 mobiles were recovered, while 3,175 remained unrecovered.
  • Lucknow South: Saw 3,034 cases, with 754 recoveries and 2,280 unrecovered phones.
  • Lucknow North: Reported the lowest recovery volume, with 1,997 traceable cases, only 349 recoveries, and 1,648 unrecovered mobiles.

Neighboring Districts Outperform Lucknow Zones

Even districts adjoining Lucknow have demonstrated superior recovery capabilities. Sitapur, for instance, boasts a recovery rate of 46.40%, with 1,865 mobiles recovered out of 4,018 traceable cases. Similarly, Barabanki has achieved a recovery rate of 51.90%, recovering 1,339 devices from 2,579 traceable cases.

It is important to note that for this analysis, each zone within the police commissionerate has been considered a separate district. On this basis, the East Zone Commissionerate of Agra emerges as the best performer among commissionerates with a recovery rate of 41.50%.

The Role of CEIR and Expert Insights

The CEIR system plays a crucial role in combating mobile theft across India. It enables police to track and block stolen or lost mobile devices using their unique IMEI numbers, assisting citizens in recovering their valuable devices.

Former IPS officer and cyber expert Triveni Singh commented on the disparity in recovery rates, suggesting that differences in enforcement efficiency, follow-up mechanisms, and public awareness regarding reporting lost devices on the CEIR portal could be contributing factors.

  1. Hathras: 645 recoveries out of 861 cases, achieving a 74.98% recovery rate.
  2. Kaushambi: 798 recoveries out of 1,131 cases, with a 70.60% recovery rate.
  3. Bulandshahr: 1,812 recoveries out of 2,800 cases, resulting in a 64.70% recovery rate.
  4. Bareilly: 4,201 recoveries out of 6,526 cases, achieving a 64.40% recovery rate.
  5. Rae Bareli: 2,124 recoveries out of 3,346 cases, with a 63.50% recovery rate.

This comprehensive data analysis highlights the urgent need for the Lucknow police commissionerate to enhance its mobile recovery strategies to better serve the citizens of Uttar Pradesh's capital city.
