Latur Police Establishes Dedicated Preventive Cell to Combat Repeat Offenders

In a significant move to clamp down on criminal activities and enhance law enforcement, the Latur police have inaugurated a specialized "preventive cell" at the superintendent of police's office. This initiative is designed to implement rigorous legal measures against habitual and repeat offenders, thereby bolstering law and order across the district.

Supervision and Structure of the New Cell

Superintendent of Police Amol Tambe announced that Additional SP Mangesh Chavan has been appointed to personally oversee the operations of this special cell. The unit comprises one specially trained officer and five personnel, all tasked with executing preventive actions within the legal framework. Their primary focus is on targeting history-sheeters, gang members, and individuals with a track record of repeated criminal offenses.

Objectives and Public Safety Goals

Explaining the rationale behind this proactive measure, SP Tambe emphasized, "The cell has been established to ensure that habitual and repeat offenders are dealt with strictly under the law before their activities escalate into more serious crimes. Our foremost priority is to maintain public order, instill confidence among citizens, and foster a safe, fear-free environment throughout Latur district."

The initiative specifically aims to curb a range of illicit activities, including gang-related crimes, extortion, repeated assaults, illegal possession of weapons, and acts that could incite social or communal tensions. Authorities have noted that in many instances, witnesses are reluctant to come forward due to fear, making such preventive provisions essential for upholding public confidence and safety.

Legal Framework and Actions Taken

Since its inception, the preventive cell has invoked multiple legal provisions to enforce its mandate. These include sections 55, 56, and 57 of the Maharashtra Police Act, 1951; sections 126 and 129 of the Bharatiya Nagarik Suraksha Sanhita (BNSS); the MPDA Act; and section 93 of the Maharashtra Prohibition Act, 1949.

Between January 1 and February 21, the Latur police have initiated action against 1,206 individuals under section 126 of the BNSS. Of these, 125 cases were directly handled by the additional SP. Under section 129 of the BNSS, preventive measures were taken against 40 individuals, with 31 of these cases acted upon as per the orders of the additional SP.

Furthermore, under section 55 of the Maharashtra Police Act, action was taken against one criminal gang. Additionally, eight externment proposals under section 56 have been forwarded to sub-divisional magistrates—three each in Ahmedpur and Latur, and two in Nilanga.

This comprehensive approach underscores the police's commitment to leveraging existing legal tools to preempt criminal behavior and ensure a secure atmosphere for residents.
